Commissioners met with Jeff Campbell, Road and Bridge Supervisor. Jeff mowed the pasture ground at the Little Otter Creek Lab house. Discussed the applications for the soft match credits from MODOT. Commissioners met with Sheriff Mitch Allen to discuss a proposal from The Summerill Group, LLC to assist Caldwell County MO Sheriff to prepare and submit an application to the US Marshals Service and then negotiate a new per diem for intergovernmental service agreement. This will be to increase the boarding fees for the detention center. The contract would call for a $30,000 payment with the application and $64,750 after the execution of the contract. Commissioner Hibler moved to approve Presiding Commissioner Bud Motsinger to sign the contract on behalf of the county. Seconded by Commissioner Abbott. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners reviewed the CALDWELL COUNTY, MISSOURI ORDER NO. 2022-09-06 An Order Approving the Transfer of $56,000.00 from General Revenue Fund #001 to the Assessment Fund #02. This transaction is per the 2022 budget. Commissioner Motsinger moved to approve the transfer of $56,000 from General Revenue Fund to the Assessment Fund. Commissioner Abbott seconded and a roll yea.
Commissioners met with Terry Rumery of Rumery & Associates and Assessor Beverly Alden to have a
conference call with Paul Kelley of Azimuth Renewables. The meeting was to discuss a project that would like to have chapter 100 bonds.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They are working on Oliver Road and will finish soon. They are laying gravel for a school bus turn around due to reduced weight limit on a bus route bridge on Quarry Rd.
Commissioners met with Colt Arnold, Planning & Zoning Administrator to discuss some of the items that will come before the committee this week.
Commissioners reviewed reimbursement request #9 from NRCS for $187,766.39 for Little Otter Creek.
Commissioner Motsinger signed the request.
Commissioners reviewed Contractor’s Application for payment #2 to Brookfield Box and Bridge, LLC for $195,008.87 and will be paid after NRCS approves the payment.
Commissioners met with Clerk Owen to review the meeting minutes and other bills to approve. Commissioner Hibler moved to approve the September 6, 8 and 9 meeting minutes. Seconded by Commissioner Abbott and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Motsinger left the meeting to attend the Highway 13 meeting in Clinton.
Commissioners met with Prosecuting Attorney Brady Kopek to discuss the grain belt litigation.
Commissioners met with Sheriff Mitch Allen regarding a pay increase for the food service manager at the jail and to discuss a bill from the insurance company.
Commissioners met with Ronnie Snyder regarding the closing of a road that had been abandoned years previously.
Commissioners met with Terry Rumery of Rumery & Associates to discuss economic development for the county.

Commissioner Hibler moved to send certified letters to property in Rockford Township in section 27 on SW Silver Road and a property in Grant Township in section 9 on SW Longhorn Dr. and to advertise for bid for a property in Grant Township in section 5 on SW Log Creek Rd & SW Antelope Dr; 2 properties in Rockford Township in section 18 and section 21 on SW Reno Dr; Kidder Township in section 21 on Forrest Rd. Commissioners held a Bid opening for Brush removal. One bid was received from Davidson Tree Care LLC for $4,700 for a property in Grant Township on Section 34 on SE V Hwy. The property owner will be notified and given 2 weeks to respond before the bid would be accepted.
Commissioners met with Collector/Treasurer Beth Larkins to discuss the results of the Post 3rd offering tax sale. There were 6 properties sold by sealed bid. Commissioner Motsinger moved to go into closed session per RSMO 610.026 (3) to discuss personnel matters. Seconded by Commissioner Hibler. Commissioner Motsinger moved to approve the abatement of $1,713.31 of delinquent taxes for the years 2011 to 2021 due to the properties being sold as a 4 th offering at the 2022 tax sale on August 22, 2022. Commissioners signed the certified copy of order for the 2022 tax sale abatement.
Commissioners met with Tyler Garst and Jacob Hurla of Community Building Solutions to discuss evaluating courthouse for a turnkey project for any repairs required.
Commissioners met with Angela Shaffer, David Adams and Chris Shoe of Green Hills Communications to discuss ARPA funds. Commissioner Motsinger moved to commit $20,000 of the county ARPA funds to Green Hills Communications for a local match to broadband grant. Commissioner Hibler seconded. Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They are working on the aluminum culvert on Antelope Rd. Dean Houghton joined the meeting and they had an in depth conversation about an abandoned road and brush letters. Dean says 30 days is not enough to give a landowner to clear that much brush. Jeff explained that the county will work with landowners if they submit a plan to remove brush in a timely manor.
Commissioner Jonathan Abbott arrived at 9:22 AM.
Commissioners reviewed the 2023-2025 Contract for Services with Missouri Department of Social Services as Titled at IV-D County Reimbursement Cooperative Agreement contract period January 1, 2023 through December 31, 2025. This is for the Family Support Enforcement Unit in Hamilton
Commissioners met with Sheriff Mitch Allen. They discussed required maintenance at the jail.
Commissioners reviewed the Intergovernmental service agreement for confinement of prisoners with Livingston County. Commissioner Hibler moved to authorize Presiding Commissioner Motsinger to sign the agreement on behalf of the county. Commissioner Abbott seconded. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. The agreement was signed and forwarded to Livingston County.
Commissioners participated in a zoom call with Allstate Consultants to discuss Little Otter Creek construction progress. Commissioner Hibler moved to go into closed session per RSMO 610.026 (1) to discuss legal matters. Seconded by Commissioner Motsinger. Commissioners met with State Representative Randy Railsback to discuss a phone call that he received and needed to discuss it with them.
The commissioners discussed the Post 3rd offering tax sale. Commissioner Hibler moved to approve the post 3 rd offering abatement of taxes of $3,029.42 and Commissioner Motsinger seconded. Commissioner Motsinger shared about a conversation that he had with Jared Faulk of Charter Communications. They are applying for a grant through the Missouri ARPA Broadband Infrastructure Grant Program to get high-speed internet to areas with out access and would like our support for their application.
