Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger – present; Rex Hibler – absent; Jonathan Abbott – present.
Payroll was signed.
Commissioners met with Emergency Management Director Mark Merrill and Scarlett Fox and Dave Smith from the Missouri Defense Force. They discussed information regarding the Caldwell County CERT.

Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger -by phone; Rex Hibler- present; Jonathan Abbott – present. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, roll call vote as follows; Bud Motsinger voted yea by phone; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Hibler moved to approve the September 20, 27, and October 1st meeting minutes. Seconded by Commissioner Abbott. A roll call vote was taken as follows: Bud Motsinger voted yea by phone; Rex Hibler voted yea; Jonathan Abbott voted yea.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. They discussed FEMA and asked if the crew could locate the sewer line at the property for the extension building. The road and bridge crew will be going to the MACTO conference Oct 6 & 7th . The bridge inspections start this week. Mark Huck, Project Manager for Burns & McDonnell joined the meeting. Commissioner Abbott moved to authorize Rex Hibler to sign the PS&E certification letter on behalf of the county for the plans of John Deere Road bridge. Commissioner Motsinger seconded by phone. A roll call vote was taken as follows: Bud Motsinger voted yea by phone; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Hibler signed the letter as the LPA for the county.
Commissioners met with Emergency Management Director Mark Merrill to discuss FEMA process for disaster generator grant for $55,000 with Homeland Security.
Clerk Owen gave commissioners the expenditure report by department through September 30th which includes the percent of the budget remaining for the year. They discussed scheduling a budget adjustment to amend the budget with items that need to be amended before year end.
Commissioners met with Linda McElwee regarding the actions of the Grain Belt and let the commissioners know that she had filed a complaint with the Public Service Commission.
Commissioner Motsinger, by phone, left the meeting.
Commissioners met by phone with Danny Kincaid and Todd Dicks of DanComp Computers LLC to discuss a cyber security training with the county employees.
Commissioners discussed the MOPERM renewal.
Commissioners met with Mark Kipping regarding a possible logo to use for the Little Otter Creek Reservoir Amenities Recreation Planning. Ideas were discussed to let the schools within the county have kids submit logo designs and offer a reward.

Approved Commissioners Minutes October 7, 2021
Commissioner Bud Motsinger, County Clerk Christine Owen and citizen Mark Kipping met in the commissioner’s room of the Caldwell County Courthouse for the virtual Little Otter Creek Reservoir Amenities Recreation Planning meeting. Commissioner Hibler participated virtually. There are two additional recreational planning meetings remaining. On October 21st there is a virtual meeting from 6 to 8 PM and on November 4th an in person meeting at the Kingston Nazarene Church from 6 to 9 PM.

Commissioner Jonathan Abbott arrived at 8:45 AM.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor and Melissa Poje, Road and Bridge Secretary. They discussed the brush law and what was presented last week at the MACTO conference.
County bridge inspections started last week. Bids were opened for a recycling trailer. Bids were: (1) Pro- Tainer Inc. for $18,345.00 and (2) Kann Manufacturing Corporation for $36,569.00 and (3) Kann Manufacturing Corporation for $38,504.00 and there were 3 other refusals by email regarding the bid.
Commissioner Hibler moved to accept the low bid from Pro-Tainer Inc for $18,345.00 for a recycling trailer. Seconded by Commissioner Abbott. A roll call vote was recorded as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Colt Arnold, Buildings and Ground supervisor to discuss building maintenance and repairs.
Commissioners called MW Electric to check on the electrical upgrades and a heating and cooling unit for the house located at the Little Otter Creek Reservoir.
Commissioners had a virtual meeting with Allstate Engineers regarding the progress on the Little Otter Creek Reservoir.
Commissioners had a call from Gordon Kinne regarding the documents on the sale of his land to the county.
Commissioner Abbott called Blair Shock concerning updates to the security cameras at the courthouse.
Commissioners received a call from Attorney Ed Proctor. He reviewed bid documents and the low bid from Phillips Hardy for the dam construction of Little Otter Creek and that the contract can be awarded.
Commissioners met with Rod Cotton, General Manager of Farmer’s Electric Cooperative to discuss effects of the proposed Grain Belt transmission line.
Commissioners had an interview by phone with Lukas Vanacker, a journalist studying at the University of Missouri’s School of Journalism, regarding the Grain Belt project.
Commissioner Hibler left the meeting.
Commissioners met with Sheriff Mitch Allen regarding budget and other updates.

Commissioner Motsinger attended the Caldwell County MU Extension meeting at Kingston Nazarene Church.

Commissioner Abbott arrived at 8:55am.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. The letter with the brush law statute had been approved by the commissioners last week and they have begun putting them in with the 2021 tax bills that will be mailed out on November 1st . Jeff has a meeting with FEMA on Tuesday to give final total dollar amounts for county damage. They are continuing bridge inspections.
Commissioners met with Lindsey Chaffin of Great River Engineering to discuss the beep study on Dillion Road bridge. This can be done as a soft match or as a BRO project. The commissioners will further discuss which option benefits the county the best.
Commissioners met with Emergency Management Director Mark Merrill for updates in his department. He had a meeting with Breckenridge Township for the FEMA declaration documents needed to submit. He will have a training for the CERT team on November 6th at Hamilton Methodist Church from 9 am to 4 pm.
Commissioner Motsinger signed the SEMA EMPG grant asking for $19,000 (a 50%50% match) for the generator transfer switch and wiring. A grant from Homeland Security has been approved for approximately $55,000 for the purchase of a generator and one transfer switch for the courthouse.
Commissioners met with Julie Hill, Recorder of Deeds about her budget and for the bathroom remodel project.
Commissioners discussed school district boundaries and have no say in the determination of these boundaries.
Commissioners met by phone with Danny Kincaid and Todd Dicks of DanComp Computers, LLC regarding a cyber security, client portal, emails and google search training for the employees under his contract.
Commissioners met with Terry Rumery to discuss economic development for the county.
Clerk Owen left the call.
Commissioners called Larry Chipman of Regis Consulting, LLC regarding the updates for the ARPA committee. Commissioner Abbott moved to approve the recommendation of the following members for the ARPA Advisory Board: Mary Lue Tuck, Ryan Jenkins, June Grooms & Shelley Reed. Commissioner Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea, Rex Hibler voted yea, Jonathan Abbott voted yea.
Commissioner Abbott spoke with Blair Shock to fix the security cameras at the courthouse. He will work on the cameras this week.

Commissioner Abbott moved to approve Presiding Commissioner Motsinger, on behalf of the county, to sign the lab lease agreement with Allstate Consultants. Commissioner Motsinger seconded, and a roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler was absent; Jonathan Abbott voted yea.
Commissioner Motsinger signed and executed the lab lease agreement on behalf of the county along with Cary Sayre of Allstate Consultants.
The next meeting will be November 19, 2021 at 9:00 AM at the Church of the Nazarene in Kingston.

Commissioners met with EMD Mark Merrill to discuss tornado damage.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. Discussed putting in an aluminum culvert on County Line Road and options to fix water going over Oliver Road. They fixed Millcreek Bridge wing wall erosion and checked hole on Caldwell Road.
Commissioner discussed the budget adjustments to be done before year end and will publish the date.
Gary McFee from Howe Company stopped in to discuss changes to the BRO bridge program.
Commissioners reviewed the 2022 MOPERM renewal.
Commissioners had a phone interview with Tom Tingerthal, KCHI Radio News Director regarding the Little Otter Creek progress.

Commissioners met with Collector/Treasurer Beth Larkins to discuss a contract with the City of Cameron for the collection of city taxes. Commissioner Hibler moved to approve Presiding Commissioner Bud Motsinger to sign the contract with the City of Cameron. Seconded by Commissioner Abbott and a roll call vote taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners called DanComp to discuss running a network cable for courthouse security cameras.
Commissioners met with Sheriff Mitch Allen. He has training going on at the jail right now. They discussed paying the balance of the loan on the outdoor recreation before the end of the year.
