Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. Work will begin next week on the new building at the road and bridge department. The end bay will be enclosed to store Emergency Management equipment. Grant Township brush letters were sent last week. Jeff Campbell, Ryan Allsup and Dale Adkison will be going to the MACTO conference this week in Branson.
Commissioners met with Angie Lager CCDC Administrator for updates. She is looking to implement a reward system for the inmates. The guard cage for the elevated outdoor area is being fabricated. The CCDC should be fully staffed by the end of the month. Angie Lager and Carissa Henderson will be going to a conference later in the month.
Commissioners signed certified court order to abate taxes as requested from Collector/Treasurer June Grooms for $1,845.95 for 2011 to 2019 delinquent real estate taxes for 16 properties from the 2020 tax sale.
Commissioner Rex Hibler moved to abate $715.35 for 2015, 2016, 2017 delinquent real estate taxes for a property at 201 E 5th street in Cowgill on a post 3rd offering sale after the 2020 back tax sale. Jonathan

Commissioner Jonathan Abbott moved to abate $30.17 for 2015 thru 2019 delinquent real estate taxes for a property at Hideaway Lakes Block 43 Lot 16 on a post 3rd offering sale after the 2020 back tax sale. Commissioner Bud Motsinger moved to abate $420.20 for 2011 thru 2019 delinquent real estate taxes for 3 properties on a post 3rd offering over the counter sale from the 2020 back tax sale. Commissioner Rex Hibler moved to abate $99.07 for 2011 thru 2019 delinquent real estate taxes for a property at Hideaway Lakes Block 11 Lot 21 on a 4th offering over the counter sale. Commissioner Jonathan Abbott moved to abate $117.65 for 2011 thru 2019 delinquent real estate taxes for 3 properties on a post 3rd offering over the counter sale. Rex Hibler seconded the motion and a roll call vote was called as follows: Bud voted yea; Rex voted yea; Jonathan voted yea.

Commissioners signed certified court orders to abate taxes as requested from Collector/Treasurer June Grooms for all the above abatements.
County Clerk Christine Owen presented a notice from the Missouri Department of Revenue Taxation Division showing that the county sales tax will expire in 2021. The question reads: Shall the county of Caldwell impose a county wide sales tax at the rate of one-half of one percent for a period of four (4) years from the date on which such tax is first imposed for the purpose of purchase of gravel to be used for roads, distributed between each township of the county based on the number of miles of gravel road? THE CAPITAL IMPROVEMENT SALES TAX IS A CONTINUATION OF THE ONE-HALF CENT SALES TAX FOR CAPITAL IMPROVEMENT AS APPROVED BY THE VOTERS ON APRIL 6, 1993 FOR FOUR YEARS, FOR AN ADDITIONAL FOUR YEARS OF 2022, 2023, 2024, 2025.
Commissioner Jonathan Abbott moved to approve the ballot language as read by County Clerk Christine Owen for 0.5 percent County Capital Improvements tax that will be placed on the ballot for the voters of Caldwell County on April 6, 2021. Rex Hibler seconded the motion and a roll call vote was called as follows: Bud voted yea; Rex voted yea; Jonathan voted yea.
Commissioner Jonathan Abbott moved to transfer $20,000 from the County Road and Bridge Fund to the County General Revenue fund per the 2020 budget. Bud Motsinger seconded the motion and a roll call vote was called as follows: Bud voted yea; Rex voted yea; Jonathan voted yea.
Commissioners called Attorney Ed Proctor to discuss road closings required to construct LOC Lake.
Commissioners met with Bob Hughes and the group joined in the virtual Highway 13 meeting.
CARES Act applications for Phase 2 of the funding were awarded.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. The meeting was opened with The Pledge of Allegiance. County Clerk Christine Owen was absent.

Commissioner met with Jeff Campbell, Road and Bridge Supervisor. The contractor has started on the new road and bridge equipment building. They are getting a bid from Viebrock Sales & Service LLC for an aluminum culvert on College Drive. They got the semi back with wet kit installed. They added boards to the new lowboy trailer to support the track hoe bucket.
Commissioners met with Emergency Management Director Mark Merrill. The new trailer title came in the mail. The county can claim half of his salary from the CARES Act funds. They discussed purchasing a used boat from Jim Blades to use for Emergency Management in an emergency as needed.
Commissioners called Braymer School about their CARES Act application.
Commissioners called Grundy County Clerk to discuss their experience with Hickman (HIC) Insurance.
Commissioners met with Dale Phillips of D. Phillips Insurance LLC.
Commissioners called Dave Nixdorf to discuss sanctuary for the un-born.
Commissioners called Tammy Gentry to discuss her CARES Act application. Bud Motsinger made a motion to award an additional $438.44 to Tammy’s Flowers. Rex Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners met with Attorney Ed Proctor to discuss finalizing outstanding items on the Loc project. Cary Sayre from Allstate Engineering arrived for the meeting and further discussions about the Little Otter Creek Reservoir took place.
Commissioner Rex Hibler moved that we sign the 404-permit document and get it sent back to the CORP for their signature. Allstate received final dam drawings from NRCS. Documents are being prepared to send out a bid notice for brush clearing. Commissioner C.R. Bud Motsinger attended the Caldwell County 4-H recognition program in Hamilton on behalf of the Caldwell County Commission. He presented the Alumni Award to the Steve Grooms family. The Commission was also recognized with a plaque for their support of 4-H in Caldwell County.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. Updated brush letters were given to the commissioners. They replaced a culvert at Kerr & Rock Island Rd. The R&B equipment building construction has started. Plans for the bridge on Galloway Rd have been completed. Jeff spoke with Viebrock Sales & Service LLC about an aluminum culvert to replace a bridge on College Drive.
County Clerk Christine Owen joined the meeting.
Commissioners had a teleconference with Will Railsback, Caldwell County Ambulance Director regarding questions about the CARES Act funding.
Commissioners met with Randy Railsback and Jennifer Wyckoff of Green Hills Regional Planning Commission and Emergency Management Director Mark Merrill regarding hazard mitigation.
Commissioner Rex Hibler moved to sign the MOU with GHRPC and SEMA for hazard mitigation for the Caldwell County due in 2022. Jonathan Abbott seconded the motion, and a roll call vote was recorded as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Caldwell County Commission received notice that they received the final permit required to construct the LOC project.
Commissioners met with Terry Rumery to discuss upcoming economic development within the county.

Commissioners returned a call to Sharon Gough, the clerk for Kidder Township to discuss filling a vacancy due to the death of a board member.

Commissioner met with Jeff Campbell, Road and Bridge Supervisor. They discussed an aluminum culvert needed for College Drive and brush in the roadways that are damaging farm equipment. They ordered a tube for JC Penney Rd to replace the existing tube.
Rex Hibler moved to sign the approval to pay Burns & McDonnell for $23,330.42 on Federal-Aid Project BRO-B013(40) Bridge No. 37200051 on John Deere Rd. Bud Motsinger seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Bud Motsinger signed an application for a recycling grant through Green Hills Regional Planning Commission.
A Public Hearing for 2020 Budget Adjustment was held. Commissioner Rex Hibler moved to approve the following budget adjustments to the 2020 budget:
⦁ HAVA Elections Fund – Add $3,000 to the revenues and $3,000 to the expenditures
⦁ General Revenue Other General Fund – Add $1,058,226 to the expenditures and $1,058,226 to the revenues to accommodate the CARES Funds that came to the county
⦁ CERF Fund – Add $3,500 to the expenditures and $3,500 to the Revenues (more funds were collected than anticipated and directly paid to CERF)
⦁ Coroner Fund within the Law Enforcement Fund – Add $3,000 to the autopsy expenditures
⦁ Building Fund CCDC – Add $60,000 to expenses and $60,000 to the revenues
⦁ Add a new fund called COVID-19 CARES Fund to the 2020 budget and add $1,058,226 to the revenues and $1,058,226 to the expenditures
⦁ Add a new fund called COVID-19 FEMA Fund to the 2020 budget and add $46,000 to the expenditures and $46,000 to the revenues
This motion was seconded by Commissioner Bud Motsinger. A roll call vote to approve the motion was taken. Rex Hibler voted yea, Bud Motsinger voted yea, and Jonathan Abbott voted yea.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners returned a call to John McNew concerning hauling dirt for the LOC project.
Commissioners returned a call to Travis Pretz asking if he shot a deer on his property and it crossed onto LOC property, could he have permission to retrieve it. The commission gave him permission to enter the property to get the deer as long as he was not hunting on the LOC property.
Commissioners attended the 911 ACCD meeting in Maysville.

Commissioners had a conference call with attorney Travis Elliott concerning a funding question with CARES Act funding and to discuss the press release for Phase 3. Sheriff Galloway and Nicole Lund joined the meeting to ask questions.
Commissioners met with Circuit Clerk Carrie Miller concerning hours for scheduling appointments with the Probation and Parole Officer. The Commissioners called the Cameron Probation Office to clarify the hours when they can meet in the courthouse.
