Commissioners Minutes for November 1, 2019
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Payroll was signed.
Commissioners Bud Motsinger, Rex Hibler and Jonathan Abbott attended a progress meeting at the Caldwell County Detention Center with Sheriff Jerry Galloway, Leanne Jorns, Darren Swindler, Nick Nigh & Kevin Rost.
Commissioners Minutes for November 4, 2019
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with the Pledge of Allegiance.
Jeff Campbell met with the commissioners for updates on road and bridge projects.
Commissioners met with Marty Gray, the 911 Coordinator and dispatch manager regarding budget for 2020. The antenna needs to be raised 40 feet on the tower to have better coverage for the county. Marty would like to have $50.000 placed in the capital improvement budget each year so they can start upgrading equipment as required.
June Grooms, Collector/Treasurer, met with the commissioners and presented requests to abate taxes as follows:
$1,083.94 (with the county portion of that being $42.86) from the tax books to clean up 21 parcels that have delinquent tax for years 2005 to 2010. Rex Hibler moved to approve the abatement of delinquent tax for years 2005 to 2010. Bud Motsinger seconded the motion. A roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
$5,976.17 (with the county portion of that being $207.79) from the tax books for 2016 delinquent personal property tax. Rex Hibler moved to approve the abatement of delinquent tax for personal property in the year 2016. Bud Motsinger seconded the motion. A roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Stephanie Williams, North Central Missouri Business Facilitator, with updates for the county.
Commissioners met with Janell Jenkins concerning the name of a road in the county.
Commissioner met with Terry Rumery for economic development for the county.
Commissioners met with Carlee Quinn and Steven Steiner from Caldwell County Extension Center for updates and plans for a building in the future.
Commissioners met with Assessor Beverly Alden concerning some assessment questions.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with the Pledge of Allegiance. The courthouse was closed on November 11, 2019 in observance of Veteran’s Day.
Commissioners met with Jeff Campbell and he reported about the Millcreek bridge and plans for the concrete.
Beverly Alden met with commissioners regarding 2 properties that have BOE hearings with the State Tax Commission.
Commissioner Jonathan Abbott and Assessor Beverly Alden attended a meeting at the Sheriff’s office with the Hideaway Lakes trustees and Mark Merrill about emergency management plan.
Commissioner Bud Motsinger called to order the public hearing to approve the planning and zoning request to approve the Northwest Ag Services application of re-zoning of 21 acres located off 13 highway South of the City of Kingston on the West side of the road from agricultural to commercial C-1. Rex Hibler moved to approve this planning and zoning request and Jonathan Abbott seconded. A roll call vote was called as follows: Bud Motsinger voted yea, Rex Hibler voted yea, Jonathan Abbott voted yea. Jeff Campbell and Colt Arnold were present for the hearing.
Commissioner Jonathan Abbott attended the 911 coordinators meeting in Maysville and returned after lunch.
Commissioners met with Terry Rumery.

Commissioners had a teleconference for NW Missouri Workforce Development.

Commissioners held a bid opening for electronic poll books. Bud Motsinger opened the only bid from Henry M. Adkins & Son, Inc. for $15,885.00 for 15 electronic poll books with all the equipment and software included. Rex Hibler moved to accept this bid. Jonathan Abbott seconded the motion. A roll call vote was called as follows: Rex Hibler voted yea, Bud Motsinger voted yea, and Jonathan Abbott voted yea.
