May 2, 2022
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-absent. They opened the meeting with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, a roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Citizen Dale Akey sat in on the meeting.
Weekly bills were paid, and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed projects. Jeff ordered a tube for Jesse Rd. They spoke with Daviess County about an aluminum culvert replacement on County Line Road. They would like to have the crew cut down the dead tree in front of the courthouse. Commissioner Abbott arrived at 9:00 AM after helping with the inmate transport from the detention center for court appearances at the courthouse.
Commissioners held a bid opening for brush removal. Bids were received from Davidson Tree LLC in the following townships: Gomer Township, 2 properties at Section 4 on NE JC Penny Dr for $4,700.00 and $5,500; Hamilton Township, Section 17 on NW Osage Dr for $3,500; Kidder Township, Section 21 on NW Forest Rd for $3,000; Lincoln Township, Section 11 on Tobin Valley Dr for $500; Kingston Township, Section 8 on NW Dillion Rd for $3,100. Bids were previously opened on Hamilton Township, Section 35 on NW Tom Creek Rd and Barwick Dr. Commissioner Hibler moved to accept 2 bids from Davidson Tree Care LLC on Rockford Township Section 21 on SW Ore Rd for $2,500.00 and in Grant Township Section 28 on SW Longhorn Dr for $1,250.00. Commissioner Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Heidi Cunningham of Liberty Bell Accounting LLC to discuss the review of the payrolls for the construction at the Little Otter Creek Reservoir. Commissioner Hibler moved to approve the Presiding Commissioner Bud Motsinger to sign the professional services agreement with Liberty Bell Accounting LLC on behalf of the county. Commission Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Sheriff Mitch Allen regarding repairs needed at the detention center and to discuss the A/C and freezer bids. Commissioner Abbott moved to accept the bids from IHP for the freezer for $15,374 and for the A/C unit for $19,590. Seconded by Commissioner Hibler and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Allstate Consultants by video Zoom meeting to discuss Little Otter Creek construction progress. The AOP Bridges have been bid out.
Commissioners met with Emergency Management Director Mark Merrill about grants he is working on.
Commissioners met with Terry Rumery to discuss economic development opportunities for the county.
Commissioners participated in a call with other commissioners about the Grain Belt assent and road use agreement.
Commissioners met with Jason Dewald of McClure Engineering and went to lunch with him.
Commissioners returned from lunch and met with Hillary Hosman, Mark Merrill, Sheriff Mitch Allen, and Marty Gray to discuss the 911 addressing.

May 9, 2022
Commissioners met at the courthouse and held a pre-bid conference for the Little Otter Creek Reservoir bridge replacements for mitigation located in Caldwell and Daviess Counties. courthouse for Little Otter Creek Reservoir with Allstate Consultants Stephen Lin, Chad Sayre and Greg Pitchford.
Those attending were: Robert Butler of Phillips, Hardy Inc; Jesse Hinton of Emery Sapp; Tom Decker of Decker Construction; Brad Parn of Brookfield Box and Bridge LLC; Mike Vaniren of CLC Builds.
The bids will be opened on May 25, 2022 at the courthouse. The bridge plans were reviewed and questions about the projects were discussed.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed a box culvert on Toon and are setting the beams today. They built up the wing walls. Aluminum box for 2 bridge replacements will be delivered this week or next week.
Commissioners met with Heidi Cunningham about the payroll review for the Little Otter Creek construction.
Commissioners met with Garry McFee from Howe Company to discuss the BRO bridge updates.
Commissioners called Laynee Collins to offer her the janitor position for $11.50 per hour.
Commissioners met with Assessor Beverly Alden about a budget adjustment.
Commissioners met with Danny Kincaid of DanComp Computers LLC to discuss changes to the contract.
Commissioners called Will Railsback to discuss the ARPA application.
Commissioners met with Dale Phillips & Abigayle Phillips to discuss an Employee Assistance Program for the county.

Payroll was signed and the pooled cash report was reviewed.
Commissioners discussed the Employee Assistance Program (EAP) insurance. Commissioner Hibler moved to accept the proposal from BHS for the EAP coverage through our agent Phillips Insurance Agency. Commissioner Abbott seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioners called Ron Suhr, claims adjuster for MOPERM to discuss the items needed for the damage in the license office and to get them replaced.

Commissioners met by phone with Jeff Campbell, Road and Bridge Supervisor. Jeff said that the concrete for Toon was coming this morning. He sprayed LOC crop ground last week.
Commissioner Abbott arrived at 8:50AM.
Commissioners met with Representative Randy Railsback to discuss the HB 2005 and the congressional map. They also discussed Old Highway 36 that MODOT owns and who is liable for maintenance of it.
Commissioners had a zoom call with Allstate Consultants for Little Otter Creek construction. They talked about getting a list of local contractors for the IDIQ. The will meet with MDC in June.

Clerk Owen was in and out of the commissioners meeting due to training staff in her office and the commissioners took notes.

Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed a disc and planter on Little Otter Creek property. Discussed field cultivator and seed for Little Otter Creek hay ground. Road and Bridge are going to help pour the foundation for a new digital sign at the Health Department. There are new guidelines for BRO projects from MODOT.
Commissioner Abbott arrived at 8:50 AM.
Commissioner Hibler moved to send certified letters for brush to landowners in Grant Township Section 5 on SW Log Creek Rd and SW Antelope Rd; Section 22 on SE Yankee Ridge Rd; Section 2 on SE Tobin Valley Dr; Rockford Township Section 2 on SW Mirabile & SW Hollow Rd and Section 16 & 17 SW Reno Dr & Ore Rd; Gomer Township Section 31 NE Sunset Rd; Hamilton Township Section 20 at NW Mill

Commissioners met with Don Fotheringhame of 221 Construction about the repairs on the courthouse.
Commissioners met by phone with Danny Kincaid of DanComp Computers LLC. Commissioners signed contract for IT services for the county.
Commissioners called Chris Hamilton, NRCS, to discuss the reimbursements.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners met with Sheriff Mitch Allen. They are finishing the A/C units at the detention center. He is working on a $5,000 grant for radar guns.
Commissioner Abbott moved to have Presiding Commissioner sign the BHS agreement for the EAP insurance on behalf of the county. Seconded by Commissioner Hibler. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners met with Larry Chipman to discuss ARPA applications. Commissioners approved 12 applications.
Commissioners called Foster Refrigeration and Electric about the quote for $18,195.00 for the AC units for the courtroom. Commissioner Abbott moved to approve the quote as an emergency purchase. Seconded by Commissioner Hibler. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

May 25, 2022
Commissioners held a bid opening at the courthouse for Little Otter Creek Reservoir bridge replacements for Mitigation located in Caldwell and Daviess Counties. Those attending with Commissioners Bud Motsinger and Rex Hibler were: Jeff Campbell, Stephen Lin and Greg Pitchford, Brad Parn of Brookfield Box and Bridge, LLC, Dylan Miller of Construction Leaders Co., Zack Goad of Decker Construction; Justin Murphey of Emery Sapp & Sons; Mike Sattman of MS Contracting; Phil Rainer of Phillips Hardy Inc. Brookfield Box and Bridge LLC was the apparent low bid. Allstate Engineering will evaluate all bids and make a recommendation to the commissioner for acceptance of the low bid.
