Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott was absent. They opened the meeting with the Pledge of Allegiance. Commissioner Motsinger moved to approve the amended agenda and Commissioner Hibler seconded, roll call vote was taken as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent. Citizen Dale Akey sat in on the meeting.
Weekly bills were paid and the pooled cash report was reviewed.
Commissioners met with Jeff Campbell, Road and Bridge supervisor to discuss projects. They are putting in tubes on Jesse Rd, Applewood Rd and Manson Rd.
Commissioners met with Prosecuting Attorney Brady Kopek about glass shields to be installed in his office.
Commissioner Hibler moved to allow Presiding Commissioner Bud Motsinger to sign the Progress Inv #14 for $9,670.38 to pay Burns & McDonnell for the work on BRO-B013-040 John Deere bridge. Seconded by
Commissioner Motsinger and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioner Hibler moved to pay Sharon Wright for 25 hours at $17.75 per hour for the license office support and maintenance of the county website out of general revenue. Seconded by Commissioner Motsinger and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea;
Jonathan Abbott was absent.
Commissioner Abbott arrived at 11:00 AM.
Commissioner Motsinger signed and approved the contractor’s application for payment #3 to pay Phillips Hardy Inc. $213,005.70 for the ongoing construction at Little Otter Creek Reservoir.
Commissioner Motsinger moved to approve the mileage reimbursement rate of the county to be at .45 cents per mile. Seconded by Commissioner Abbott and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners continued a discussion from June 6 th about the Grain Belt Road Use Agreement and the county assent. Grain Belt Express/Invenergy requested a vote from the commission. Commissioner Abbott commented that property rights and landowner values along with the assent of the county is worth more than the dollar amount offered for the assent and further feels the data and lack of power providers does not support the claims made by Invenergy, is misleading and does not benefit Caldwell County.
Commissioner Motsinger commented that while the Caldwell County Commission does not support the Grain Belt Express project and use of eminent domain to obtain property, he thinks the county should protect county interest and be compensated and signing the agreement would protect county interest.
Commissioner Hibler would agree to the agreement if Grain Belt will provide proof of all landowner’s easements have been obtained, which they have not. After this discussion a roll call vote was taken to accept and sign the Grain Belt Road Use Agreement and the county assent as follows; Bud Motsinger voted yea; Rex Hibler voted nay; Jonathan Abbott voted nay.

discuss the possibility of a solar farm within Caldwell County.

Commissioner Motsinger called the meeting to order in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger; present, Rex Hibler; present, Jonathan Abbott; absent. Commissioner Motsinger moved to approve the agenda and Commissioner Hibler seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Payroll was signed and the pooled cash report was reviewed.
Commissioner Motsinger and Hibler and Clerk Owen went upstairs to attend the quarterly department head meeting in the courtroom.
Commissioners held a pre-construction meeting for the LOCR – Bridge Replacement for the AOP mitigation sites in Caldwell and Daviess Counties. Those attending were: Allstate Consultants Cary Sayre, Chad Sayre, Stephen Lin, Brad Parn. Brookfield Box and Bridge, LLC, has been selected for the Little Otter Creek Reservoir Bridge Replacements for Mitigation project for all three bid awards (Award Totals 1, 2, & 3) located in
Caldwell and Daviess Counties in the following amounts and total.
Award Total No. 1 – Turkey Road and Haun’s Mill Road $ 939,343.00
Award Total No. 2 – Toledo Road $ 686,255.00
Award Total No. 3 – 290th Street $ 674,510.00
Total $2,300,108.00

The landowner has been notified.
Commissioners and Prosecuting Attorney Brady Kopek met with citizen Patricia Daniels to listen to her about property damage at her residence.
Commissioners met with Collector/Treasurer Beth Larkins; Prosecuting Attorney Brady Kopek; Assessor Beverly Alden; Circuit Clerk Carrie Miller; Mark Merrill; David Robertson of Burdg and Dunham to discuss the bid for glass shields in their offices.
Commissioners met with Assessor Beverly Alden to discuss the Azmuith Energy plans.
Commissioners met with Terry Rumery about economic development.
Commissioners reviewed the BOE schedule for next week. Citizens have until today at 5:00 PM to call for a hearing.
Commissioners met virtually with Allstate Consultants to discuss Little Otter Creek construction. Cary Sayre, Daniel Huaco, Ben Heins, Greg Pitchford, Clif Baumer, Jason Teeter were on the zoom call. Greg Pitchford talked about the CAP agreement with MDC. The construction is going well.
Commissioners met with Sheriff Mitch Allen concerning the new deputy sheriff’s grant for up to $13,782 through MoSMART Board to supplement the deputies’ salaries. Commissioner Motsinger signed the award agreement. They will be getting bids for a new A/C unit for the Sheriff’s office since the old one quit.
Commissioner Abbott met with a landowner to discuss the brush that needs to be cleared in Lincoln Township.
Commissioner Motsinger and Hibler and Clerk Owen met by zoom call with Greg Pitchford of Allstate and Thomas Huffman of Missouri Department of Conservation Bruce Drecktrab, Sam Phipps, Emily Porter, Nate Mechlin to discuss the CAP agreement for Little Otter Creek Reservoir.

Commissioners met with Ryan Allsup of Road and Bridge to discuss what they had going on this week. They have a tube to put in on Jesse Rd. They purchased a carport to store sand and salt in. There is a board on the single lane wooden bridge that needs fixed on Colt Rd. They will help the health department with a foundation for a new sign they are installing.
Commissioner Bud Motsinger officially called the 2022 Caldwell County Board of Equalization appeal hearings to order. Those attending were Assessor Beverly Alden, Commissioners Bud Motsinger, Rex Hibler, Jonathan Abbott, Clerk Owen and citizen Dale Akey. There were no property owners that requested a hearing. Commissioner Motsinger officially closed the Caldwell County Board of Equalization is now hereby adjourned for 2022.

Commissioners met with Representative Randy Railsback to discuss projects.
Commissioners met with Randy Howe of Grant Township regarding the Hide Away Lakes road taxes and
discussed the amount of real estate and property taxes that would be collected for only the Hide Away Lakes area.
Commissioners met with Collector/Treasurer Beth Larkins to review the semi-annual Treasurer’s Report.
Commissioners met with Hunter Kelly, KC District Director for Senator Josh Hawley for an update on the priorities for the county and an update on the construction of Little Otter Creek Reservoir.
Commissioners met with Terry Rumery to discuss economic development opportunities for the county.
Commissioners called Danny Kincaid of DanComp Computers LLC to discuss the quote for battery backups.
Commissioners met with LEPC meeting at the Health Department.
Commissioners met with Ashley Williams and William Mercer to discuss the Hideaway Lakes taxes.

Chris Hamilton of NRCS participated by phone. This is a document that Missouri Dam Safety will require.
Commissioner Hibler moved to approve meeting minutes from May 2, 9, 10, 13, 16, 23, 25, 27, 31 and the May 23 closed session minutes. Commissioner Motsinger seconded and a roll call vote was taken;

Commissioners met with Jeff Campbell, Road and Bridge Supervisor and Melissa Poje, Road and Bridge Secretary to discuss the brush notices that have been sent out in each township. They discussed the Ore Rd problem in depth and said that the commissioners have met with the landowner and she is talking with an attorney. They have continued to work on completion of FEMA projects. They poured the foundation for the new sign at the Health Department.
Commissioners met with Caleb Bardwell concerning the fencing of the Little Otter Creek Reservoir. Caleb asked the commissioners to close Ridgeway Road starting at Cottonwood East to the lake to keep traffic from coming by his property and his neighbor. Commissioners discussed fencing the lake property next to his and will have further discussions to find a solution
Commissioners met with Brett Willis of Foster’s Refrigeration to discuss a bid to repair the A/C units in the circuit clerk’s office.
Commissioners called Attorney Padraic Corcoran to discuss the operation and maintenance agreement for the Little Otter Creek Watershed between the county and NRCS.

Commissioners had a zoom call with Allstate to discuss progress of the Little Otter Creek construction.
Commissioners called Andrew Rackers of NRCS to have him proceed with design of the 2 nd gate required for the dam.
Commissioners called Larry Chipman to discuss ARPA funds and project applications.
