Commissioners Minutes for July 1, 2020
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Commissioners called Travis Elliott regarding a press release for the CARES Act funding.
Commissioners discussed the Federal-Aid Project BRO-B013(040) bridge number 37200051 on John Deere Road and the progress invoice with Burns & McDonnell and signed for approval.
Commissioners met with Danny Kincaid of DanComp Computers, LLC to discuss on-boarding training required for new computer updates.
Commissioners Minutes for July 6, 2020
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor and reported that the Barwick bridge deck had been poured and would open the bridge this week. They went over the budget balance for the year.
Commissioners had a teleconference with Mary Souers from the Census Bureau and discussed the importance of the 2020 Census and explained that the census numbers are used for funding.
Commissioners met with Mary Diane Forsythe, historian, to pick up more old courthouse records to organize.
Commissioners met with Brady Kopek, Prosecuting Attorney, Beverly Alden, Assessor, Julie Hill, Recorder, June Grooms, Collector/Treasurer, Christine Owen, Clerk for a discussion about a budgeted item.
Commissioners met with Christine Owen and she presented the expenditure report for the 2nd quarter to them for review. They discussed the date for setting the levy for Caldwell County tax rates which includes the Senior Services Tax rate. The county will be advertising for propane bids for the 2020-2021 propane season.
Rex Hibler moved to approve the pay raise form that will be implemented and kept in each employee’s personnel file as recommended by the previously completed audit. Jonathan Abbott seconded the motion and a roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Building & Grounds Supervisor/Planning & Zoning Coordinator Colt Arnold regarding courthouse cleaning and repairs. They also discussed a planning & zoning matter.
Commissioners discussed the chair lift at the North door of the courthouse and the possibility of repairing it with an estimate of $4700 or taking it out of service. After some discussion with courthouse employees the commissioners decided that it would not be worth repairing for what the cost was going to be, especially since we have an ADA compliant ramp on the South side of the courthouse. Due to court-imposed security, everyone except employees are supposed to enter at the South doors and go through the metal detector. Rex Hibler moved to remove the chair lift from service and not replace it. Bud Motsinger seconded the motion and a roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners called Mark Huck from Burns & McDonnell to discuss the progress invoice for engineering on the bridge on John Deere Road.
Commissioners discussed the CARES Act press release and application for entities to apply for funding through the county. MAC attorney Travis Elliott provided this for the county. Rex Hibler moved to approve the press release and application. Bud Motsinger seconded the motion and a roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. The application will be available at the clerk’s office and online at the county website.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent.
Payroll was signed.
Commissioners discussed auditor’s comments on the 2018-2019 audit.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor. They discussed a plugged tube on “T” Highway and a hole on old 36 Hwy. Jeff reported Barwick bridge was completed.
Commissioners met with Mark Merrill, Emergency Management Director. The grant for his salary and benefits needed signed and will be for 18 months this time due to the COVID-19 pandemic. Bud Motsinger signed this SEMA grant.
Commissioners met with Collector/Treasurer June Grooms to approve an advance of $11,000 on the loan for the CCDC outdoor recreation area.
Commissioners met with US Representative 6th District candidate Henry Martin.
Commissioners met with Terry Rumery regarding economic development for the county.
Commissioners met with Hillary Hosman, 911 Dispatch Manager for updates. She is working on a procedures book for 911 services.
Commissioners met with Beverly Alden regarding cleaning offices due to the COVID-19 virus.
Commissioners met with Tracy Carmen, administrator of the Health Department, to discuss school district back to school plans and number of COVID tests performed in the county.
Commissioners called Will Railsback to discuss CARES application.
Commissioners call Marlee Smith to discuss water running across her gravel road.
Commissioners called Charlie Zitnik, of DA Davidson & Co. about the Little Otter Creek Certificates of Participation.

Commissioners met with Ryan Allsup, Road and Bridge employee, to discuss complaint about weeds along old 36 Hwy and a hole on old 36 Hwy has been fixed.
Commissioner Jonathan Abbott moved to open the Board of Equalization. Rex Hibler seconded the motion and a roll call vote was taken as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. On July 22, 2020 the local BOE will convene to hear cases.
Commissioners returned a call to Jean Van Iperen, City of Hamilton about a question with a project to be completed and requesting the CARES Act fund to cover it.
Commissioners met with Nikki Lund, Sheriff’s office administrator, to discuss MOPERM check for damages to Sheriff’s office building.
Commissioners called Tom Butler of MES to discuss Seek Scan temperature monitor that was not working correctly.
Commissioners met with Bob Witmer regarding courthouse security.
Commissioners met with Crime Victim’s Advocate Cindy McElwee regarding items that she needs that could be covered under the CARES Act.
Commissioners met with Charlie Zitnik to discuss the Certificates of Participation that the county holds for Little Otter Creek Lake project.
Commissioners met with Greg Pitchford to discuss Little Otter Creek mitigation plans.
Commissioners met with Kyle Ross, Polo School regarding funding from the CARES Act.
Commissioners called Leanne Jorns, CCDC administrator about the outdoor recreation security cage.

Commissioner met with Jeff Campbell, Road and Bridge Supervisor to discuss moving old metal detector from the courthouse to CCDC. Jeff reported that the dirt work for the new road and bridge building was completed.
