Commissioners Minutes for July 1, 2019
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Commissioners met with road and bridge supervisor Jeff Campbell. Jeff reported that the bridge deck on Peak Road was poured and is curing. Jeff also discussed other projects that need done soon.
Commissioners met with Beverly Alden for updates on the upcoming Board of Equalization hearings.
Mark Merrill met with commissioners regarding documentation needed from townships on property damages due to the recent flooding that will need to be turned in to SEMA & FEMA.
Marty Gray met with commissioners to discuss upgrades to radios and communication systems for 911.
June Grooms met with commissioners to discuss the security cameras that will be installed to cover the areas outside of the courthouse. June also told the commissioners about the tax sale on August 26, 2019 that will be held in the courthouse.
Don Hildenbrand was present to talk with the commissioners regarding a bridge on College Road.
Terry Rummery met with commissioners regarding the upcoming Little Otter Creek meeting on July 12, 2019 at Church of the Nazarene in Kingston at 9:00 AM.

Commissioner Jonathan Abbott attended the Missouri 911 Service Board Regional Outreach at Green Hills Regional Planning Commission in Trenton.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Commissioners met with road and bridge supervisor Jeff Campbell to discuss the BRO-40 John Deere bridge. They placed a call to Mark Huck of Burns & McDonald regarding the contract and documents needed to start the engineering contract.
Jonathan Abbott arrived at 9:10 AM after picking up the county vehicle from the repair shop.
Commissioners approved and signed a permit application with MoDOT to place the Purple Heart signs on the side of the highways. After the permit is issued the county can install the signs.
Ed Proctor visited with the commissioners regarding a matter with planning and zoning.
Commissioners called Sherry DeJanes & Jerry Donovan for a scheduled phone conference regarding a medical marijuana growing facility and infused product facility that is wanting to locate in Caldwell County. Those present besides the commissioners and clerk were as follows: Ed Proctor, Jerry Galloway, Mitch Allen, Mark Merrill, Jeff Campbell, and Colt Arnold.
Commissioners met with Cameron’s new City Manager Steve Rasmussen. He wanted to introduce himself in person and talk about the industrial park located in Caldwell County.
Marty Gray met with the commissioners about the 911 systems and the update them on the procedures to enter the dispatch area which include having fingerprints on file.
Beverly Alden met with commissioners with questions regarding assessment.
Clerk Christine Owen presented the commissioners with the expenditure report covering all expenses for the county paid up through June 30, 2019 to see where the county stands in terms of our budget for 2019.

Danny Kincaid called to talk to the commissioners about the security cameras and monitor that they are having installed in the courthouse. June Grooms was also present for this discussion.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Rex Hibler moved to go into closed session per RSMo 610.021(1) legal. Jonathan Abbott seconded the motion. A roll call vote was taken as follows, Rex Hibler voted yes, Bud Motsinger voted yes, and Jonathan Abbott voted yes.
Eddie Howell was visiting the offices in the courthouse seeking the elected officials concerning the ad for the Caldwell County Fair book. The fair is July 18 & 19 at the Kingston Fair grounds.
Commissioners placed a phone call to Travis Elliot regarding an issue with road ditches and some terraces creating problems with washing out into the county roads.
Terry Wilkerson called and spoke with the commissioners regarding road and culvert issues on roads in Lincoln Township.
Commissioners met with Assessor Beverly Alden, Clerk Christine Owen, John Saccaro & Leroy Kern to prepare for the Board of Equalization.

Rex Hibler, Bud Motsinger, Jonathan Abbott and Jeff Campbell met with Bill Farrar with questions he had about the bridge going to his property.
Commissioners met with road and bridge supervisor Jeff Campbell. Jeff reported that Peak Road Bridge was finished and now opened. They will be starting on Oliver Rd. this week. It will be closed for a week.
Ed Proctor called in to discuss mitigation of LOC and Discussed Log Creek Bridge.

Rex Hibler moved to adopt 2019.0729.1 Regulations, 2nd by Jonathan Abbott. Roll call vote was taken, Rex voted yes, Bud voted yes, Jonathan voted yes. Jonathan moved to adopt 2019.0729.2 Reg. Regulations, 2nd by Bud Motsinger. A roll call vote was taken, Bud voted yes, Rex voted yes, Jonathan voted yes.
