Commissioners Minutes for August 3, 2020
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor to discuss the brush concerns in Grant Township that he had looked at. Bud signed an agreement with Burns & McDonald for design of the bridge on Galloway Road.
Commissioners met with Will Railsback, Caldwell County Ambulance District, to discuss their CARES Act application for funds.
Commissioners met with Jean Van Iperen, City of Hamilton, to discuss their CARES Act application for funds.
Commissioners met with Terry Rumery, Economic Development, to discuss upcoming projects within the county.
Commissioners met with Tracy Carman, Caldwell County Health Department, to discuss their CARES Act application for funds.
Commissioners met with Ken Anderson, Caldwell County Food Pantry, to discuss their CARES Act application for funds.
Commissioners met with Bob Hughes of Hamilton Chamber of Commerce to discuss tourism within the county and possible uses for the CARES Act Funds.
June Grooms, Collector/Treasurer, presented the semi-annual Treasurer’s report to the commissioners for review.
Commissioners reviewed the calculation for the county sales tax reduction that is needed to produce the tax rate for the county.
Commissioners met with Sheriff Jerry Galloway to discuss the CCDC administrator position that will need filled by August 7th.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Commissioners reviewed the applications for the Phase 1 of the CARES Act funding. There were 4 applications received and after careful review of the expenses and receipts, the following motions were made for amounts to be received.
⦁ Rex Hibler moved to approve the Caldwell County Ambulance District’s request for the reimbursement of approved expenses totaling $4,986.34. Bud Motsinger seconded the motion and a roll call vote was taken as follows; Bud Motsinger voted yea, Rex Hibler voted yea, Jonathan Abbott voted yea.
⦁ Rex Hibler moved to approve the City of Hamilton for the reimbursement of approved expenses totaling $1,324.80. Jonathan Abbott seconded the motion and a roll call vote was taken as follows; Bud Motsinger voted yea, Rex Hibler voted yea, Jonathan Abbott voted yea.
⦁ Jonathan Abbott moved to approve the Caldwell County Food Pantry request of $87.47 of approved expenses. Bud Motsinger seconded the motion and a roll call vote was taken as follows; Bud Motsinger voted yea, Rex Hibler voted yea, Jonathan Abbott voted yea.
⦁ Bud Motsinger moved to approve the Caldwell County Health Department’s request for the reimbursement of $26,507.61 approved expenses. Rex Hibler seconded the motion and a roll call vote was taken as follows; Bud Motsinger voted yea, Rex Hibler voted yea, Jonathan Abbott voted yea.
Commissioners met with courthouse staff to address concerns about COVID-19.

Commissioners Minutes for August 10, 2020
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor. Jeff said that the tube damage on Sale Barn Road is in Daviess County. Soil borings are being taken for replacement of John Deere Bridge. Recycling with Hope Haven has not resumed yet. They flagged traffic on old 36 Hwy when water closed the road.
Rex Hibler moved to set the mileage reimbursement rate to .37 cents per mile to be compliant with the State guidelines. Jonathan Abbott seconded. A roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Bud Motsinger signed an NRCS agreement for Notice of Grant and agreement of Award (69-6424-13-001) for Little Otter Creek.
Propane bids for August 3, 2020 to July 30, 2021 were opened as follows:
⦁ Consumers Oil and Supply bid was 0.90
⦁ MFA Oil was 0.889
⦁ Thompson Gas was 0.899
Jonathan Abbott moved to accept the lowest bid from MFA Oil at 0.889 with the motion seconded by Rex Hibler. A roll call vote was called as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Bob Hughes & Christa Horne regarding the Hamilton Chamber of Commerce.
Tax Hearing was held. The commissioners reviewed the Caldwell County 50% sales tax reduction computation of allowable property tax rates due to the sales tax recovery act. In 1982 Caldwell County voters approved this rollback. This year the reduction amount is 0.0836 which makes the current tax rate to be 0.2483 for the 2020 tax year. Rex Hibler moved to approve the Caldwell County General Revenue tax rate of 0.2483 and Jonathan Abbott seconded. A roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Jonathan Abbott moved to approve the Caldwell County Senior Services tax rate of 0.0500 and Bud Motsinger seconded. A roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners participated in the Highway 13 meeting by phone.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent.
Commissioners met with Sheriff Jerry Galloway and CCDC Administrator Angie Lager regarding employment at the Caldwell County Detention Center and possible nepotism issues. The county already has this covered in the employment handbook.
Commissioner Bud Motsinger attended the NCMBF meeting in Bethany.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. The meeting was opened with The Pledge of Allegiance. County Clerk Christine Owen was absent.
Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor to discuss projects. They are working on the low water crossing on Thiel Rd. The axel broke on the low boy trailer causing the air bags and the tires to blew out. The bids for the semi are due on August 24, 2020. The crew worked on installing drains under each downspout at the CCDC.
Commissioners opened bids for a 1-man lift at CCDC. A bid for $101.00 from Jess Swindler was received. Jonathan Abbott moved to reject the bid and Rex Hibler seconded. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners called Carissa Henderson at CCDC to discuss purchasing 4 security cameras, wiring and installation for $10,590.
Commissioners met with Terry Rumery about a possible project that could be located in the county.
Commissioners had a conference call with MAC attorney, Travis Elliott to update the CARES Act press release for Phase 2 of the funding. Applications will be due on September 14, 2020.
County Clerk Christine Owen arrived.
Commissioners updated the list of eligible employees to purchase at the State Surplus for the county.

Commissioners approved a press release for Phase 2 of the CARES Act funds. The applications will be due on September 14, 2020 to be considered for funds.
Commissioners called CCDC administrator Angie Lager for an update on detention center.
Commissioners participated in a conference call with the State Treasurer’s Office concerning CARES Act Funding and an MOU with the health department.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor to discuss projects. Commissioners agreed to use heavier gauge metal and to separate the buildings into 2 buildings for a better ability to use the space. One end of one of the buildings will be for the Emergency Management equipment and it will be enclosed with a separate door. They are working on the tube at High Point Road.
Commissioners opened bids for a used semi-truck for the Road and Bridge department. The bids were as follows:

Commissioner Rex Hibler moved to accept the bid for the 2013 Mack from MHC Truck Source Inc. for $46,246 and Jonathan Abbott seconded. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Tracy Carman, Caldwell County Health Department, to discuss an MOU for CARES Act funding between the state, county and health department.
Commissioners talked with Judge Kanoy to discuss a table in the courtroom that needs re-finished and he would like for the MDOC to do it like they did the first table. They have agreed to keep the price the same as the other table. Commissioners approved this to be done.
Commissioners met with Herman Perkins with Archive Social by phone conference regarding Social Media archive for the county.
Commissioners met with Larry Gibson of Group Benefits Services by conference call regarding the upcoming insurance renewal.
Commissioners met with Sheriff Jerry Galloway regarding adding a description to his policy concerning nepotism.
Commissioners attended the 911 ACCD meeting at Maysville.
Tax Sale was held outside in the gazebo to accommodate social distancing.

Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor to discuss projects. They have started replacing the wing walls on Longhorn bridge. They are waiting on plans for Galloway Bridge. Contractor started brush removal on Henry-O Road.
Bid opening for a heavy-duty equipment trailer for the Road and Bridge department. The bids were as follows:

Commissioners didn’t make a decision on the bids at this time.
Commissioners met with Angie Lager and Carissa Henderson of the Caldwell County Detention Center for updates. The security system needs repaired and have maintenance agreements to cover costs. We are at a critical level on staffing and starting wage needs addressed to compete with others. Commissioners will review the starting pay for officers at the detention center.
Commissioners met with Tracy Carman administrator of Caldwell County Health Department to discuss a memorandum of understanding that can be entered into with the county for the CARES Act funding. Discussed each school district being responsible to declare teachers as essential employees.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners met with Hillary Hosman to discuss updates for the Dispatch department.
Commissioners met with Nicole Lund, administrative assistant to the Sheriff regarding the CARES Act funding for the department.
Commissioners met with June Grooms with a report on the 2020 back tax sale which was held on August 24, 2020 outside in the courthouse gazebo. 16 properties were sold on the 4th offering for $35 each and will have taxes to abate on them totaling $1,845.95. There is a property in Cowgill on 4th offering that someone is interested in and has made an offer of $500.00 on it. Rex Hibler moved to abate the back taxes of $1,845.95 from the 4th offering tax sale. Bud Motsinger seconded the motion and a roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
