Commissioners Minutes April 2, 2021
Commissioners Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Bud Motsinger was absent.
Payroll was signed.

Commissioners Minutes April 5, 2021
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was called to order with The Pledge of Allegiance.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. The crew made a roadway on the NE side of Little Otter Creek property to allow access for planting. They also cleaned up trash on the property. The price for Metal Culverts has increased recently.
Commissioners met with Assessor Beverly Alden to discuss the quarterly reimbursements and other tax assessment matters. Commissioner Jonathan Abbott moved to retain Trish Hughes as attorney for the county for tax assessment purposes. The motion was seconded by Bud Motsinger and a roll call vote was taken as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Clerk Christine Owen presented the expenditure report to the commissioners for their review which includes the percent of the budget expended through March 2021 and a copy of the Mirabile and Breckenridge Township financial statements to review. Commissioners approved and signed the March 1-19 meeting minutes. Commissioners met with Bob Hughes from the Hamilton Chamber of Commerce regarding an award that will be presented to the commissioners on April 16th . Bob gave an update on things the chamber has been involved in.
Commissioners met with Clay Dunlap of Tree Tech Tree Service about possibility of performing community service for the county.
Commissioners met with newly elected Collector/Treasurer Beth Larkins to welcome her to the county and to update signature cards for the bank accounts.
Commissioners met with Sheriff Mitch Allen to discuss a Sheriff Department radio grant.
Commissioners Bud Motsinger and Jonathan Abbott signed a final plat map of the Shoal Creek Homestead, a minor subdivision located between NW Winchester Road and NW Stinson Drive in Caldwell County. This was approved by the planning and zoning board on January 21, 2021.
Commissioners received a letter from June Grooms stating she had placed an old printer out for bid. Two bids were received. Top bid was for $80.00 from Jean Gardner.
Commissioners had a discussion about the final payroll for the retired Collector/Treasurer. They asked Clerk Christine Owen to leave the room. This issue was discussed with the new Collector/Treasurer Beth Larkins and previous Collector/Treasurer June Grooms. Commissioners called Clerk Christine Owen back into the room to discuss what they were going to pay.
Commissioner Jonathan Abbott moved to pay June Grooms $2,191.22 for a final payment of her duties and services of the Caldwell County Collector/Treasurer. The motion was seconded by Rex Hibler and a roll call vote was called as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Clerk Christine Owen had presiding commissioner Bud Motsinger sign the Missouri State Tax Commission quarterly reimbursement for the calendar quarter January 2021 to March 2021. There is no reimbursement due to the county for this quarter.

Commissioners Minutes April 12, 2021
Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent. The meeting was called to order with The Pledge of Allegiance.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor to discuss farm and hay ground on Little Otter Creek property. The steel for Galloway Road bridge will be ready by May 1st .
Commissioners met with Garry McFee from Howe Company LLC.
Commissioners met with Rick Stuck, Missouri State Auditor’s office to discuss the upcoming performance audit for the county.
Commissioners discussed the maintenance agreement that Sheriff Mitch Allen presented for the fire repeaters. Rex Hibler moved to approve the maintenance agreement with Midwest Mobile Radio Service Inc. on 4 fire repeaters with a monthly bill of $140. The motion was seconded by Bud Motsinger and a roll call vote was called as follows: Bud Motsinger voted yea; Jonathan Abbott was absent; Rex Hibler voted yea.
Commissioners met with Terry Rumery regarding economic development for the county.
Commissioners received a phone call from Dale Akey, Trustee elect for Mirabile Township. He had questions concerning his newly elected position.
Commissioners called Marty Comstock of NRCS to discuss a new Little Otter Creek Engineer of Record due to him retiring in the future.
Commissioners attended the 911 ACCD meeting in Maysville.

Commissioner Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Bud Motsinger and Jonathan Abbott were absent.
Payroll was signed.
Commissioners Bud Motsinger, Jonathan Abbott and Rex Hibler attended the Little Otter Creek meeting at the Church of the Nazarene in Kingston. Those in attendance included: Allstate consultants Cary Sayre, Julie Marks, Jason Teeter, Greg Pitchford, Attorney Ed Proctor, Corey Walker, Jeff Campbell, Jennifer Wycoff, Corinne Watts, Mark Kipping. By phone: Steve Hefner, Chris Hamilton, Christine Owen, Elizabeth Johnson, John Holmes.
Commissioners called MAC attorney Travis Elliott to discuss the proper use of the remaining CARES Act funds.
Commissioners discussed the Grain Belt Express trying to construct towers in other counties without commission consent.

Commissioners C.R. Bud Motsinger. Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with Deputy Clerk Lyla Norton. The meeting was called to order with the Pledge of Allegiance to the flag. Clerk Christine Owen attended the Missouri Association of Counties Legislative Day. Rex Hibler moved to approve meeting minutes of March 22-31, Jonathan Abbott seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor to discuss the bridge mediation for Log Creek Bridge. Commissioner Motsinger moved to send out certified brush letters to the following properties: Grant Township, Section 23, SE Royals Rd & Section 20, SW Holstein Rd. Commissioner Abbott seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea. They are putting tubes in at Kidder then will work on Galloway Bridge. The crew mowed the county part of Little Otter Creek and discussed hay and crop ground.
Commissioner Hibler moved to approve the Midwest Mobile Radio Service contract for $140.00 for the Fire Repeater Service. Commissioner Motsinger seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioners met with Mark Merrill, Emergency Management Director for updates in his department.
Commissioner Abbott moved to submit to FEMA for $15,240.43 for the other 25% of the amount they covered last Summer.
Commissioners met with Prosecutor Brady Kopek and Sheriff Mitch Allen to discuss the 1 year Law enforcement agreement for $35,000 between Caldwell County and a the City of Braymer. Commissioner Abbott stepped out for a brief moment.
Commissioners discussed the CARES Act funds. Commissioner Hibler moved to pay Law Enforcement Fund $67,076.92; General Revenue $25,416.84 & Emergency Management Director $20,484.00. This is a reimbursement for front line employee salaries paid.
Commissioner Hibler moved to approve the Missouri Water and Wastewater Project Proposal for Little Otter Creek. Commissioner Motsinger seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.

Commissioners Minutes April 22, 2021
Commissioners Bud Motsinger, Rex Hibler and Jonathan Abbott and Road and Bridge supervisor Jeff Campbell traveled to Kansas City to meet Attorney Ed Proctor for the Log Creek mediation.
Commissioner Hibler moved to accept $265,000 plus mediation fees for settlement of the Log Creek Bridge. Commissioner Motsinger seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. No other charges will be filed toward those involved.

Commissioners Minutes April 26, 2021
Commissioner Bud Motsinger called the meeting to order in the commissioner’s room of the Courthouse with Deputy Clerk Lyla Norton in the absence of Clerk Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-absent. They opened with the Pledge of Allegiance. Commissioner Hibler moved to approve the agenda and Commissioner Motsinger seconded, roll call vote as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. They discussed the settlement over the Log Creek Bridge. Discussed Hi-Point West of Panther for culvert repairs. Reviewed rock tickets from the laydown area of LOC. Discussed putting a bid in the paper of LOC hay ground.
Commissioners met with Carlee Quinn, Carla Rose & Dale Akey from the Caldwell County Extension office. They discussed the building that will be placed at the lot. They need to level the lot and pour a concrete pad. The building is currently being finished.
Commissioner Abbott arrived.
Commissioners met by Zoom with Allstate to discuss Little Otter Creek schedule updates and the water shed plans.
Commissioners met with Colt Arnold of Planning and Zoning department. Commissioner Hibler moved to approve the Shea Gardens Subdivision. Commissioner Motsinger seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioners met with Collector/Treasurer Beth Larkins to discuss the bond for her office and a pay increase for Deputy Jill Prothero from $11.50 to $13.00 starting April 26, 2021.
Commissioners met with Sheriff Mitch Allen and Marty Gray about the radios for the department.
Commissioners discussed the county mileage reimbursement rate and encouraged employees to use the county vehicles as much as possible. Commissioner Motsinger moved to keep the mileage reimbursement rate at 0.37 cents per mile. Commissioner Abbott seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioners had a phone call with Dave Adams of Green Hills concerning broadband infrastructure.
Commissioners called Jeff Campbell to discuss the property insurance on the new buildings at the road and bridge property.
Commissioner Hibler moved to approve meeting minutes for March 31, April 2, 5, 7, 8, 12, 13, 16, 2021.
Commissioner Abbott seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioner Abbott moved to approve purchasing radios from Midwest Mobile for county Sheriffs Department in the amount of $133,700.03. Commissioner Hibler seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioner Hibler moved to approve the payment of election cost for the county question that was on the ballot for April 6, 2021. Commissioner Abbott seconded and a roll call vote was called: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioner Motsinger signed the Missouri Water and Wastewater Project Proposal.
Commissioners reviewed and discussed the Accounting and Internal Control Policy and the Investment Policy for the county. Commissioners would like for the Collector/Treasurer and the Clerk to review them before they adopt them.

Commissioners Bud Motsinger attended the board meeting of the PWSD#3 of Caldwell County in Braymer. Cary Sayre, Engineer from Allstate Consultants attended on behalf of Caldwell County.

Commissioners Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Motsinger called the meeting to order. Roll call was taken by Clerk Owen: Bud Motsinger; present Rex Hibler; present Jonathan Abbott absent. The agenda was approved without any additions or corrections.
Payroll was signed.
Commissioners had a phone call from David Davies board member of Washington Township in Carroll County.
Commissioner Abbott arrived.
Commissioner Motsinger signed the Midwest Mobile Radio Service Contract for fire repeaters which was approved in April 19th meeting.

Commissioner Motsinger and Hibler attended the Green Hills Regional Planning Commission TAC meeting held at the Barton Farm Campus in Trenton.
