Commissioners Minutes for April 1, 2019
Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Commissioner Jonathan Abbott was absent
Jeff Campbell, road and bridge supervisor, gave an update on on-going and up-coming projects.
The commissioners talked with Ed Proctor by telephone to discuss the proposed Mitico contract.
Debbie Williams, Ken Day and Randy Day, trustees of Hide-Away Lakes discussed their plans to help improve the area.
Commissioners met with Assessor Bev Alden and SuEllen Lauvstad from the State of Missouri Local Assistance office.
Toby Fitzwater met with the commissioners to discuss the number of acres he has been assessed.
Commissioners Minutes for April 5, 2019
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
The bi-weekly payroll was signed.
Commissioners met with Assessor Beverly Alden.
Commissioners met with Kelly Pingleton with Caldwell County Library. Kelly was asking if it would be possible to use the same medical insurance coverage as the County and pay the premiums in order for the library to get coverage for her, the library’s only full-time employee. Commissioners will look into this request.
The commissions held a conference call with Ed Proctor. Jonathan Abbott made a motion to go into closed session per RSMO 610.021 (1) legal. This motion was seconded by Rex Hibler. A roll call vote was taken. Bud Motsinger voted yes, Rex Hibler voted yes, Jonathan Abbott voted yes.
The commissioners had a telephone conference with Travis Elliott, the county attorney to discuss some county issues.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. The meeting was opened with the pledge of allegiance. Commissioner Jonathan Abbott and County Clerk Christine Owen were in Jefferson City attending the Missouri Association of Counties Legislative Conference.
Jeff Campbell, road and bridge supervisor met with commissioners to discuss on-going and up-coming projects.
Bid opening for CCDC phone system was at 9:00 AM. No bids were received. Commissioners Bud Motsinger and Rex Hibler attended the Hwy 13 meeting in Lexington.
Commissioners met with Chuck Erke & Tony Figg from Green Hills regarding service to the area.

A conference call was made with Ed Proctor, Greg Pitchford and Cary Sayre to discuss LOC mitigation.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Jeff Campbell, supervisor of the road and bridge department, met with the commissioners and gave an update on projects.
Commissioner Jonathan Abbott arrived at 8:45
Commissioners paid weekly bills.
Leanne Jorns & Jerry Galloway met with the commissioners concerning the repairs on the boilers at the detention center. They had to install back up water heaters while the boiler was down. They discussed telephone system quotes, but no decision was made at this time.
Commissioners met with Emmett Morris, Partnership Specialist of the United States Census Bureau regarding the upcoming plans to prepare for the 2020 census. Mr. Morris shared an activity timeline that included information on how the census data is used to distribute funding and how it is used for other various planning tools. Mr. Morris will be providing signs and informational materials to be placed in the courthouse for citizens to pick up and discussed why it is important to get the word out about the census. There are jobs that will be available in the county and he will have information on applying for them. The 2020 census will be mailed out and it will give everyone the option of responding online, by mail, or by the phone.
Marvin Meyer of Group Benefit Services met with commissioners to discuss health insurance benefit options.
Terry Rumery met with commissioners regarding the plans for the upcoming meeting on April 16th with Senator Blunt. He will be traveling through the state that day and have planned to visit with the commissioners and other concerned citizens regarding the Little Otter Creek project. The Commissioners, Allstate engineering and NRCS will update Senator Blunt on the project and hear any information that he has to share.
Marty Gray and Mark Merrill met with commissioners to discuss public safety and give an update on the storm sirens installation.
Commissioners Bud Motsinger and Rex Hibler attended the Caldwell County Foundation meeting at the Kingston library.
Commissioners Minutes for April 16, 2019
Commissioners C.R. Bud Motsinger, Rex Hibler and Jonathan Abbott along with County Clerk Christine Owen hosted an informal meeting with The Honorable Roy Blunt, United States Senator for Missouri for an update on the Little Otter Creek project. The meeting was held at the Hamilton United Methodist Church Fellowship Hall.

John Joe and Todd Joe met with commissioners to discuss the county insurance options.
Commissioners called Randy Pickering, Kidder Township Trustee, to discuss gravel charges expended by the township.

Commissioner Jonathan Abbott arrived at 8:40AM.
Jeff Campbell, Road & Bridge supervisor met with the commissioners for an update of his department. They also discussed the replacement of a tube on Oliver Road.
The commissioners discussed the request from the county library regarding health insurance for an employee and decided not to allow them to join our health insurance group coverage.

Weekly bills were paid by the commissioners.
Commissioners met with Dennis Lane, a citizen who was concerned about an illegal landfill. Sheriff Jerry Galloway and Prosecuting Attorney Brady Kopek were also in attendance.
Joy McBee and Jason McBee met with commissioners regarding an issue with a tube on Oliver Road. Jeff Campbell attended this meeting as well to discuss plans to repair the road.
Robert Adams met with commissioners to discuss the Grain Belt issue and how it relates to the county tax.

Commissioners C.R. Bud Motsinger Jonathan Abbott and Rex Hibler attended a Board of Equalization workshop in Independence at the Historic Truman Courthouse. Also attending were: County Clerk Christine Owen, County Assessor Beverly Alden and deputy clerks Tameka Dahlberg and Lyla Norton.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Commissioner Jonathan Abbott arrived at 9:15AM.
Road and bridge supervisor, Jeff Campbell gave an update on projects.
Rex Hibler made a motion to adopt the Caldwell County Agreement for Placement of Utilities within Right-of-way. The motion was seconded by Jonathan Abbott. A roll call vote was taken, Rex Hibler voted yes, Jonathan Abbott voted yes, and Bud Motsinger voted yes.
Kevin Rost of Goldberg Group Architects, PC and Leanne Jorns and Jerry Galloway met with commissioners to discuss the updated plans for the Caldwell County Detention Center’s elevated outdoor recreation area for the purpose of complying with the ICE requirement for outdoor recreation area. The current space used for this is indoors and it will be re-purposed for more housing of the county inmates.
Mark Merrill updated the commissioners on the emergency preparation (COAD) meeting that have been held with a good response of the citizens. The storm sirens will be installed soon.
Jonathan Abbott made a motion to adopt a resolution to become a Purple Heart County. The motion was seconded by Bud Motsinger and a roll call vote was taken. Rex Hibler voted yes, Jonathan Abbott voted yes, and Bud Motsinger voted yes. A time will be arranged to present this to the Military Order of the Purple Heart commander Walter Schley when he is available to visit the county.
Bud Motsinger made a motion to accept the quote from KC Life Insurance for life and vision insurance provider and to accept the quote from Delta Dental for the dental insurance provider. The motion was seconded by Rex Hibler and a roll call vote was taken. Rex Hibler voted yes, Jonathan Abbott voted yes, and Bud Motsinger voted yes. The county provides employees life insurance and voluntary life insurance and dental and vision coverage is paid by the employee if elected.
Rex Hibler made a motion to accept Marty Gray’s request per his letter to the commissioners dated 4-19-2019 regarding vacation policies. The motion was seconded by Jonathan Abbott and a roll call vote was taken. Rex Hibler voted yes, Jonathan Abbott voted yes, and Bud Motsinger voted yes.
Outdoor security lighting has been installed on the North entrance of the courthouse. This is the employee entrance and it will provide for a safer parking area.
Commissioners called Ed Proctor to discuss road and utility impacts that will occur with the construction of Little Otter Creek.
