Commissioners Minutes September 3, 2021
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger; present Rex Hibler; present Jonathan Abbott; present. Commissioner Hibler moved to approve the agenda and Commissioner Abbott seconded. A roll call vote was taken; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Payroll was signed.
Meeting adjourned at 9:00 am.
Commissioners Minutes September 7, 2021
Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-was absent. The meeting was opened with the Pledge of Allegiance. Commissioner Hibler moved to approve the amended agenda and Commissioner Motsinger seconded. A roll call vote was taken as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. The FEMA application was approved. Also discussed inspection of Dillon Bridge and other county bridges needing to be replaced.
Commissioners met with Emergency Management Director Mark Merrill regarding a grant for a generator and FEMA approving the flood declaration. Commissioner Motsinger signed the new EMPG agreement for the grant.
Commissioner Abbott arrived at 9:40 AM.
Commissioners met with Larry Chipman regarding the ARPA funding and being the administrator of the funds and responsibilities involved with this position.
Clerk Owen presented the commissioners with the August departmental expenditures report including the percent of budget remaining for the year.
Commissioners met with Melissa Poje, Road and Bridge secretary to discuss a new safety grant. They discussed what can be done after notifying a resident of trash container on Old 36 Hwy that needs to be moved and the commissioners requested Sheriff Allen to give the property owners a summons to appear in court for not removing it.
Commissioners called Attorney Travis Elliott regarding the need for an ARPA application.
Clerk Owen left the meeting to attend the annual clerk’s conference.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners reviewed the MOPERM insurance renewal for 2022.
Commissioners reviewed the Accurate Controls, Inc Security Automation Systems service agreement for the detention center. Commissioner Abbott moved to approve Presiding Commissioner Motsinger to sign the agreement on behalf of the county, with Accurate Controls, Ic for $13,987.88 for security system at the detention center. Seconded by Commissioner Hibler. A roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Motsinger signed the agreement on behalf of the county.
Commissioners met with Assessor Beverly Alden to discuss the GIS addressing for the county.
Commissioners met with Collector/Treasurer Beth Larkins with a report of the annual tax sale.

Commissioner Motsinger participated in the Workforce Development Board meeting by Zoom.

Commissioner Bud Motsinger called the meeting to order at 8:30 am in the commissioner’s room of the Courthouse with County Clerk Christine Owen. Roll call: Bud Motsinger-present; Rex Hibler- present; Jonathan Abbott-present. The meeting was opened with the Pledge of Allegiance. Commissioner Hibler moved to approve the amended agenda and Commissioner Abbott seconded, a roll call vote was as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Weekly bills were paid.
Commissioners met with Jeff Campbell, Road and Bridge supervisor. He had mowed the brush at the lake site. They discussed bills from NW Ag Services for planting at the lake site. The bills were approved to pay totaling $20,800 for the seed and $4375 for custom planting. They are going to fix Mill Creek bridge from washing out.
Commissioner Abbott moved to approve Presiding Commissioner Motsinger to sign the agreement for Little Otter Creek Reservoir through Department of Conservation for the Community Assistance Program (CAP) on behalf of the county. Commissioner Hibler seconded and a roll call vote was called as follows:
Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea. Commissioner Motsinger signed the CAP agreement.
Commissioners met with Larry Chipman regarding the ARPA Funds administrator position. He will write up a contract to present to the commissioners.
Commissioners met with Emergency Management Director Mark Merrill regarding the EMPG grant and Homeland Security grant for a generator.
Commissioners met with Dale McGregor regarding the planning and zoning documents and wanted to review the Little Otter Creek documents that are out for bid.
Commissioners participated in a Zoom meeting with Allstate for an update on Little Otter Creek.
Commissioner Motsinger left to attend the Highway 13 meeting in Clinton.
Commissioners met with Colt Arnold of planning and zoning to discuss Shea Garden Subdivision.
Commissioners met with Terry Rumery to discuss economic development for the county.

Commissioners Minutes September 16, 2021
Commissioners Bud Motsinger. Jonathan Abbott and Rex Hibler attended the NW commissioners meeting in Tarkio. Commissioner Motsinger and Commissioner Abbott returned to the courthouse and received a call concerning CARES funding and called Commissioner Hibler to discuss.

Commissioners reviewed the stream credit purchase agreement. The first payment for $616,448
(equivalent to 22,216 credits at $28 each) within 30 days after acceptance of the bid. The second
payment for $616,448 (equivalent to 22,216 credits at $28 each) within 60 days after the first payment.
The final payment for up to $616,420 (equivalent to 22,215 credits at $28 each) within 60 days after the
second payment
Commissioner Abbott moved to approve Presiding Commissioner Motsinger to sign the agreement for
Little Otter Creek Reservoir as “Caldwell County Stream Credit Purchase Agreement” with The Land
Learning Foundation on behalf of the county. Commissioner Hibler seconded and a roll call vote was
called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Motsinger signed the credit purchase agreement on behalf of the county.
