Commissioners Minutes February 1, 2021
Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Jonathan Abbott was absent.
The meeting was opened with The Pledge of Allegiance. Weekly bills were paid. Commissioners met with Sheriff Mitch Allen to sign 911 dispatch and DDRJ contracts.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor to discuss the 3rd round of brush letters and taking bids for brush removal. Electricians plan to work on the wiring of the new building.
Commissioners met with Emergency Management Director Mark Merrill. Commissioners signed the Region H Hazmat 2021 agreement. Mark is getting magnetic sign for the Emergency Management truck and decals for the trailer.
Clerk Christine Owen presented the commissioner with the Gomer Township financial statement for them to review.
Commissioners met with Colt Arnold, Building and Grounds supervisor, to discuss fixing the flagpole and courthouse guttering.
Commissioners met with Terry Rumery to discuss economic development for the county.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance. Commissioner Jonathan Abbott was absent.
Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor to discuss making a roadway to the NE corner of the Little Otter Creek property for access to plant. Jeff will place an ad for bids to clear roadway brush in several townships.
Commissioners met by conference call with Greg Pitchford, Cary Sayre, Ed Proctor, Shane Staten regarding LOC mitigation.
Rex Hibler moved to allow Bud Motsinger to sign the purchase agreement with Swallow Tail for mitigation credits for Little Otter Creek. Bud Motsinger seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioners approved the contractor’s request to deliver his equipment to the LOC Site this week and begin tree clearing on Monday February 15, 2021.
Commissioners received petitions from voters of Fairview Township, Mirabile Township, Rockford Township & Gomer Township to place the special gravel tax levy on the ballot to continue for another four years. Commissioner Bud Motsinger moved to approve ballot language for the April 6, 2021 election. Rex Hibler seconded the motion and a roll call vote was taken as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Clerk Christine Owen presented to the commissioners the following financial statements for their review:
Kidder Township, Davis Township, Grant Township, New York Township and Lincoln Township.

Citizen Mark Kipping sat in on the commission meeting.
Commissioners met with Jeff Campbell, Road and Bridge Supervisor. Recycling has started again. Steel for Galloway bridge is scheduled to arrive in May.
Commissioners met with Emergency Management Director Mark Merrill to discuss the Emergency Action Plan for Little Otter Creek.
Commissioners met with Sheriff Mitch Allen to discuss a new investigator position.
Commissioners discussed with Mark Kipping, the appointment of a new trustee for the Health Department. Bud Motsinger moved to approve Caldwell County Health Department board’s recommendation to appoint Valerie Gilmer to fill the resignation of John Allen’s unexpired term to serveuntil the next municipal election to be held in April 2022. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
Commissioners met with Garry McFee from Howe Company LLC regarding bridges for the county.
Commissioners discussed updating video in the courtroom with Judge Jason Kanoy.
Commissioner Rex Hibler moved to sign pay request to Land Learning Foundation for $65.324.00 for stream mitigation in lieu fee credits. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Jonathan Abbott moved to sign pay request to Missouri Conservation Heritage Foundation for $229.700,00 for stream mitigation credits. Rex Hibler seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Bud Motsinger moved to sign pay request to Swallow Tail, LLC for $1,061,491.00 for stream and wetland mitigation credits. Jonathan Abbott seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Jonathan Abbott moved to sign pay request to Swallow Tail, LLC for $611,994.30 for stream mitigation credits. Bud Motsinger seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Jonathan Abbott moved to approve Grant Township’s recommendation to appoint Ryan Mellon to fill the unexpired term of board member John Allen due to his resignation from the board. Rex Hibler seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Rex Hibler moved to approve giving $10,000 to each township for the annual CART rock allocation. Jonathan Abbott seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioner Jonathan Abbott moved to extend the existing moratorium for issuances of special use permits regarding transmission lines for12 more months from 02-26-2021. Rex Hibler seconded the motion and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.

Commissioners held a Little Otter Creek meeting at the Nazarene Church in Kingston. Attending were: John Holmes, Julie Marks, Derin Campbell, Cary Sayre, Greg Pitchford, Jason Teeter, Jeff Campbell, Mark Kipping, Garry McFee, Matt Berry, Randy Railsback, Jennifer Wyckoff, Wayne Uthe, Jim Ruse, David Cox, Mark Merrill, Christine Owen. Attendees by phone call were Ed Proctor, Charlie Zitnik, Chris Hamilton, Steve Hefner, Brandon Viers, Elizabeth Johnson, Brandt Shields. Commissioners met with Jeff Campbell, Road and Bridge Supervisor. The brush removal bids for locations in New York Township were opened from Bob Heil as follows: Section 26 on SE Allis DR for $3,200; Section 23 on NE Shoal Station Dr for $2,300; Section 14 on NE Beaver Rd & Section 23 on NE Shoal Station Dr for $4,500.
Commissioners met with Collector/Treasurer June Grooms and she gave them the semi-annual Treasurer’s report. Commissioner Jonathan Abbott moved to approve and sign order for Tax Maintenance transfer to General Revenue Fund for $4,480.86. Rex Hibler seconded and a roll call vote was taken as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Sheriff Mitch Allen discussed with the commissioners about the possibility of getting a credit card for the Sheriff’s office use.
Representative Randy Railsback called to let the commissioners know Governor Parsons will be at the Little Otter Creek groundbreaking ceremony.
Commissioners met with Charlie Zitnik of DA Davidson by phone to discuss Little Otter Creek bond funds. Cary Sayre from Allstate Engineering called to discuss Little Otter Creek ingress/egress roads, land disturbance permit and bulk heads on Ridgeway Dr.
Commissioners met with Terry Rumery to discuss economic development for the county.
Commissioners met with Sheriff Mitch Allen and Angie Lager, CCDC Administrator. They will have a walk- thru of the CCDC outdoor recreation area on Friday.
