Commissioners Minutes for November 2, 2020
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Weekly bills were paid.
Commissioner met with Jeff Campbell, Road and Bridge Supervisor. The metal roof is done and with better weather this week they plan to have the rest of the metal done. Tube was replaced on JC Penney Drive and working to replace tube on Washington Road. They plan to work on FEMA projects that include placing dirt and riprap in required areas.
Commissioners had a teleconference meeting with Mike Weller of Department of Natural Resources and Cathy Youtsey from LOC Wholesale Water Commission concerning Little Otter Creek application for receiving funds from the multipurpose fund.
Commissioners set a date for the Little Otter Creek meeting to be November 13, 2020 at 9:00 AM.
Commissioners met with CCDC Administrator Angie Lager and Darren Swindler to discuss the guard cage required for the elevated outdoor recreation area. They left a message with GGA Architect Kevin Rost to find out the status.

Rex Hibler moved to go into closed session per RSMo 610.021(1) legal. Bud Motsinger seconded the motion. A roll call vote was called as follows: Rex Hibler voted yea; Bud Motsinger voted yea; Jonathan Abbott was absent.

Commissioners discussed closing a section of Ponderosa Road for the construction of Little Otter Creek.
Commissioner Jonathan Abbott moved to close Ponderosa Road between Sandstone Road and Ridgeway Road after being duly inspected and as it is a public safety hazard and therefore should be vacated, abandoned, and closed. Rex Hibler made the second on the motion and a roll call vote was recorded as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners called Sheriff Jerry Galloway about the mandatory training for the newly elected Sheriff.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse. County Clerk Christine Owen was absent. The meeting was opened with The Pledge of Allegiance.

Commissioner met with Jeff Campbell, Road and Bridge Supervisor. The metal on the new road & bridge buildings have been completed. The tube on Washington Road has been installed. Dirt was placed on John Deere Road per FEMA requirements.

Commissioners met with Jim Anderson and Clint Mitchell of Bank Northwest to discuss the lease of the new outdoor recreation area.
Commissioners approved the 2021 Calendar for the county.
Commissioners had a conference call with members of the Braymer City Council, Lois Bigham, Dennis Batchelor and Roger Murray and Michelle Kelley, Mayor.
Commissioner Jonathan Abbott moved to approve a bid of $2,999.97 from DanComp Computers, LLC for 3 laptop computers. Rex Hibler seconded the motion and a roll call vote was called as follows; Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.

Commissioner met with Jeff Campbell, Road and Bridge Supervisor. New road and bridge building has been mostly completed. They will add waste lime on the building floor. They plan to upgrade electrical service to 400 amp.
Commissioners met with Terry Rumery regarding economic development for the county.
Commissioner Bud Motsinger left the meeting and attended the virtual MAC meeting from home.
Commissioners participated in the virtual MAC meeting including the Commissioners’ Association Business meeting and election.
Commissioners discussed Kidder Township board vacancy and read letter and meeting minutes from their board meeting where they nominated Keith Harpster to replace the vacancy of Tom Reedy. Rex Hibler moved to approve the appointment of Keith Harpster to the Kidder Township board. Jonathan Abbott seconded the motion and a roll call vote was taken as follows. Bud Motsinger was absent; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners met with Caldwell County Extension Director Carlie Quinn & the board members attending were: Dale Akey, Joni Loxterman, Cheryl Corbin, & Stephen Reed. They gave a budget update and discussed plans for construction of a new extension building.

Commissioner met with Jeff Campbell, Road and Bridge Supervisor. They are wrapping up FEMA paperwork and have a couple projects to finish. Electricity needs to be installed in the new road and bridge buildings.
Commissioners met with Mark Merrill, Emergency Management Director to discuss updates in the county. Discussed CARES Act application for Emergency Management.
Commissioners with CCDC administrator Angie Lager present, opened bids for a Security System at the CCDC. One bid was received from Kenton Brothers Inc. for $327,638.97. No action was taken at this time.

Commissioners spoke with Herman Perkins from Archive Social by phone about archiving the social media for the county.
Commissioners met with Sheriff Jerry Galloway and 911 dispatch supervisor Hillary Hosman regarding the need for more dispatchers.
Commissioners called Dale Phillips of D. Phillips Ins. LLC to find out how health insurance quotes are looking. Dale is still reaching out to several companies to get the county the best rate possible.
