Commissioner Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioners Bud Motsinger and Jonathan Abbott were absent.

Commissioners Minutes for May 4, 2020
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Weekly bills were paid.
Jeff Campbell, Road and Bridge Supervisor, reported that they were working on a low water crossing on Galloway Drive and replacing a tube on Santa Rosa Road.
Commissioners held a bid opening for the sale of a 2010 T650 Bobcat skid steer. There were two bids received. The first bid was from William R. Fields with a bid of $21,150. The second bid was from Rex Hibler with a bid of $23,651. Jonathan Abbott moved to accept the high bid of $23,651 from Rex Hibler. Bud Motsinger seconded the motion and a roll call vote was called as follows: Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler abstained from the vote.
Commissioners met with Dianne Forsythe to discuss getting old records from the courthouse to organize.
Commissioners met with Tracy Carman regarding funds from the CARES Act. The Health Department is interested in applying for some of the funds.
Commissioners called Extension Council President, Jerry Cook to discuss the bidding process for a new University of Missouri Extension building.
Commissioners called Linda Martin with the Department of Economic Development to discuss extra county expenses due to the COVID-19 virus.
Commissioners spoke with Will Railsback of the Caldwell County Ambulance concerning expenses that qualify for funds from the CARES Act.
Commissioners spoke with Terry Rumery regarding economic development for the county.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was participating by phone. The meeting started with The Pledge of Allegiance.
Weekly bills were paid.
Jeff Campbell, Road and Bridge supervisor reported that they had replaced a tube on Santa Rosa Rd and were going to replace a tube on the County Line South of Polo. They will also start replacing concrete in the South parking lot of the courthouse. Hope Haven Industrial Recycling Center will not accept recycling until at least June 1. A conference call with Jessica Burns and Scott Stevens of MoDOT regarding the close out of the bridge inspections.
Commissioners returned a phone call to a citizen regarding a brush letter.
Commissioners called MW Electric concerning electrical outlets required for the installation of hot water heaters in the courthouse bathrooms.
Commissioners met outside the courthouse with historian Dianne Forsythe to give her a box of old school records to review and organize. A contract was signed agreeing to a timeframe for the return of the box.
Commissioners had a call from Terry Rumery concerning economic development for the county.
Commissioner Bud Motsinger participated in a Farm Bureau meeting via Zoom.

Commissioners met with Emergency Management Director Mark Merrill to discuss FEMA guidelines and questions.
Circuit Clerk Carrie Miller met with commissioners to discuss the 43rd Circuit Court Order.
Commissioners had a discussion concerning the detention center.
Commissioners met with Mary Diane Forsythe to get another box of historical items to sort and sign an agreement for the return of the items.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance. Citizen Ken Thompson called in to listen to the meeting.
Weekly bills were paid.
Road and bridge supervisor Jeff Campbell reported that they started site work for a new road and bridge equipment building. They also removed the old asphalt parking in from of the courthouse and prepared it to pour concrete.
Commissioners met by phone with Michael Marriott, Area Engineer for MoDOT regarding the upcoming plans. Bridge repairs on Highway 13 bridge in Hamilton will begin on May 27th. Resurfacing of 36 Highway East bound to Livingston County will be in the Fall of 2020. Vehicle sales are down which is affecting MODOT revenues.
Commissioners met with Terry Rumery by phone to discuss economic development.
Commissioners met with Mark Merrill to discuss CARES Act funding.
Commissioners attended the LEPC meeting at the Church of the Nazarene in Kingston, social distancing was practiced.
Commissioners met with Sheriff Jerry Galloway and Jail Administrator Leanne Jorns regarding an incident at the detention center.
Commissioners met with Circuit Court Marshal Robert Mazur, Judge Brent Elliott, Judge Ryan Horseman and Judge Jason Kanoy regarding courthouse security and plans for re-opening in phases.
Commissioners called Travis Elliott, Legal Counsel, to discuss legitimate COVID-19 expenses.

Road and Bridge supervisor, Jeff Campbell reported that the concrete in the courthouse parking lot was poured and will be ready to park on soon. Commissioners are working with Daviess County on County Line Road to fix a hole in the road. There is a culvert not draining at the intersection of Ironwood and Catawba Road. Discussed re-sealing oil on North parking lot of the courthouse.
Commissioners discussed the revenue from the 911-ACCD phone fees.
Commissioners continued to review the personnel handbooks for the county.
Commissioners had a phone conference with Renee Anderson of Bank Northwest regarding the banking contract.
Commissioner Bud Motsinger attended the PWSD#3 meeting.

Commissioners had a phone call with Ed Proctor regarding Little Otter Creek funding. Rex Hibler moved to authorize signing of BOK escrow agreement and an agreement with Department of Natural Resources. Bud Motsinger seconded the motion. A roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioners met with Collector/Treasurer June Grooms regarding a contract with Tyler Technologies for an optional online payment program for citizens to use to pay their taxes.
Rex Hibler moved to extend the bank bid contract to June 20, 2021 with Bank Northwest. Bud Motsinger seconded the motion. A roll call vote was called as follows: Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Commissioners approved and signed the bank bid contract.
Commissioners met with Assessor Beverly Alden regarding a question with Chapter 100 Bonds for Coronet Windows.
