Commissioners C.R. Bud Motsinger and Jonathan Abbott met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Rex Hibler was available by phone.

Bud Motsinger moved to go into closed session per RSMo 610.021(1) legal. Rex Hibler seconded the motion. A roll call vote was called as follows: Rex Hibler voted yea; Bud Motsinger voted yea; Jonathan Abbott was absent.

Commissioners Minutes for April 6, 2020
Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was held by tele conference call-in in response to the COVID-19 coronavirus pandemic and social distancing orders in place.
Commissioners had a conference with Jeff Campbell, road and bridge supervisor. They discussed a property in New York township at NE Marshal Rd that had not complied with a brush letter. Bids for the proposed new building at road and bridge will be opened on April 13 at 9:00 AM.
Weekly bills were paid.
Commissioners opened bids for 2 electro-mechanical rotating sirens, including shipping and installation with one-year parts and labor warranty. One bid from BVPS Complete Solutions, Blue Valley Public Safety Inc. was received for a total of $23,795.00. Jonathan Abbott moved to accept bid of $23,795.00 from BVPS Complete Solutions. Rex Hibler seconded the motion. A roll call vote was called as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott voted yea.
Commissioners had a conference call with Mark Merrill, emergency management director, to discuss the siren bid and plans for installation.
Commissioner had a teleconference with Hillary Hosman, 911 dispatch manager, to discuss a contract with the ambulance district.
Commissioners Bud Motsinger and Rex Hibler followed Jeff Campbell, road & bridge supervisor, to look at brush and a culvert replacement on Log Road and met with landowner while there.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was in attendance by conference call due to the social distancing order in place.
Jeff Campbell was in attendance by conference call. The county is purchasing a new skid steer and will be placing an ad in the paper for the existing skid steer and it will be opened on May 4, 2020 at 9 AM. Discussed brush letters that were sent out to landowners. They discussed NW Electric moving power line poles on Turkey Road, North of Meadow Lane.
Jonathan Abbott moved to accept a bid of$66,064.97 from Terry Implement for a Kubota skid steer. Bud Motsinger seconded the motion. A roll call vote was called as follows; Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.
The bid opening for the road and bridge equipment building was held. There were 2 bids received. Generational Buildings bid of $86,847.00 and Daviess County Metal bid of $55,000. Rex Hibler moved to accept the low bid of $55,000 from Daviess County Metal. Jonathan Abbott seconded the motion. A roll call vote was called as follows; Bud Motsinger voted yea; Jonathan Abbott voted yea; Rex Hibler voted yea.

Commissioners signed the Sheriff’s contract with Caldwell County Ambulance for dispatch services.
Commissioners talked with Terry Rumery by conference call for economic updates for the county.
Commissioners had a conference call with Cathy Nugent from Edgar Law Firm regarding an opioid manufacturing and distribution lawsuit.
Commissioners talked with Danny Kincaid from DanComp LLC by conference call concerning his proposed computer service contract.

Commissioners C.R. Bud Motsinger and Rex Hibler called attorney Travis Elliott to discuss insurance requirements for a bid accepted from Daviess County Metal. The attorney stated that, if Daviess County Metal provides a Religious Exemption Act document, then the bid would be acceptable.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent. The meeting was opened with The Pledge of Allegiance.
Jeff Campbell, Road and Bridge Supervisor, called in and reported that they will work on replacing a culvert on Log Road. Commissioner Bud Motsinger moved to approve Burns & McDonald for design of the bridge on Galloway Road. Rex Hibler seconded the motion. Roll call vote was called as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
Bids on surplus county vehicles were opened. Rex Hibler moved to accept the highest bids as follows: a bid from Todd Miller for the 2002 Chevrolet Blazer for $800; a bid from Richard Lee for the 2004 Ford Crown Victoria for $256.00; a bid from Richard Lee for the 2009 Mercury Grand Marquis for $256.00. Bud Motsinger seconded the motion and a roll call vote was called as follows; Bud Motsinger voted yea; Rex Hibler voted yea; Jonathan Abbott was absent.
County Clerk Christine Owen presented the commissioners with the quarterly expenditure reports for them to review. These reports show the percentage of budget used by each department.
Emergency Management Director Mark Merrill called in regarding the information needed to submit reimbursement from FEMA for the first round of the COVID-19 grant money. New storm sirens have been installed at Hide-Away Lakes and at the Mirable School.
Commissioners had a phone conference with Danny Kincaid of DanComp Computers, LLC with questions about the Internet technology contract that he presented to the county.
Commissioners had a phone conference with Terry Rumery about new of a new business coming to the county.
Commissioners had a phone conference with Hillary Hosman, 911 Coordinator, for updates with the 911 dispatch department.
Commissioners had a phone conference with Gary Whitmer concerning the Open Bible Food and Commodity Distribution Ministry that his church has helped people in need. Due to lack of funds, they plan to close June 30, 2020.
Commissioners met with Diane Forsythe outside the courthouse to discuss getting old school records from the courthouse to copy and organize.
Sheriff Jerry Galloway called commissioners to discuss a bill received from the Caldwell County Ambulance.
Commissioners called Cary Sayre of Allstate Consultants to discuss the Little Otter Creek Quality Assurance Plan.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was available by conference call.
Commissioners and Emergency Management Director Mark Merrill discussed plans for opening the doors to the public. It was decided to open the courthouse on May 4, 2020 with limited access and the license office will be by appointment only.
Commissioners discussed distribution of money that may be received from the CARES Act.
Commissioners called Colt Arnold to discuss progress on installing plexiglass shields for courthouse personnel.
