Commissioners Minutes for February 3, 2020
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with The Pledge of Allegiance.
Jeff Campbell reported that they are halfway done with bridge inspections with MoDOT. Rex Hibler moved to send out brush letters to Gomer Township in section 2 on NE Henry O Road and on NE Smith Drive. Jonathan Abbott seconded the motion. A roll call vote was taken as follows, Bud Motsinger voted yes, Rex Hibler voted yes, and Jonathan Abbott voted yes. Bud Motsinger moved to keep the CART funds allocated to each township at $10,000 per year. Rex Hibler seconded the motion and a roll call vote was taken. Rex Hibler voted yes, Bud Motsinger voted yes, and Jonathan Abbott voted no.
Commissioners met with Hillary Hosman and Marty Gray regarding dispatch services for the county.
Commissioners met with Beverly Alden, Julie Hill, June Grooms, and Christine Owen. The group made a phone call to Todd Schular of the State Auditor’s office regarding salary commission.
Commissioners Rex Hibler and Bud Motsinger attended the Caldwell County Library Foundation meeting at the Library.

Commissioner Bud Motsinger attended a Highway 13 meeting in Higginsville and returned to the meeting in the afternoon.
Commissioner Rex Hibler met with Carlee Quinn and Jennifer Segar of the Caldwell County Extension Office. The annual budget was presented to the commission.
Commissioner Rex Hibler met with Mark Merrill regarding the Emergency Operations Plan for Little Otter Creek.
Rex Hibler moved to allow the excess of annual county appropriated funds from 2019 totaling $16,017.21 to remain in the Caldwell County Extension Center’s fund for use in 2020 calendar year. Bud seconded the motion. A roll call vote was called for the motion. Rex Hibler voted yea, Bud Motsinger voted yea and Jonathan Abbott was absent.

Rex Hibler moved to issue a moratorium for 12 months from February 26, 2020 on issuances of special use permits and/or any permit on activities regarding transmission line(s) across Caldwell County until a public hearing can be held regarding the health and safety of the Residents of Caldwell County and effects caused to farming and/or agriculture in Caldwell County, Missouri. Jonathan Abbott seconded the motion. A roll call vote was called as follows: Rex Hibler yea; Bud Motsinger yea; Jonathan Abbott yea.
