Commissioners Minutes for December 2, 2019
Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent. The meeting was opened with the Pledge of Allegiance.
Jeff Campbell reported on Mill Creek Aluminum box culvert construction and discussed road and bridge equipment covered under MOPERM insurance. Discussed brush on Henry O Road. Discussed County owned property on Sale Barn Road North of Highway 36. Commissioners called Duke Allen.
Commissioners returned a call to Kyle Prince and left him a message regarding the house on Little Otter Creek property to let him know that it was not for sale at this time.
Commissioners met with Ashley McCarty, Executive Director of Missouri Farmers Care along with concerned citizens Roger and Karla Nelson, Sean Cornelius, Michael Pollard, and Barrie Cornelius regarding Caldwell County becoming an Agri-Ready County. This group spoke to Brent Haden with Haden and Colbert Law Firm from Columbia regarding the proper way to repeal a health ordinance that Caldwell County currently has in place. Counties wishing to apply for Agri-Ready County Designation must meet program requirements, including no ordinances regulating agriculture more stringent than state law and support of agricultural stewardship, growth, and opportunities. After the application is received from the county commission, the Missouri Farmers Care Agri-Ready Review Committee examines any local ordinances, regulations and statements of support prior to awarding designation. Economic development is the benefit to draw Agri businesses to our county.
Commissioner met with Rod Cotton of Farmers Electric Cooperative to discuss programs they offer including the youth benefit program for children.
Judge Jason Kanoy spoke with the commissioners requesting that the courthouse be closed all day on Christmas Eve for employees to spend time with their families. Also present were Beverly Alden, Julie Hill, June Grooms & Christine Owen.
Commissioners and Assessor Beverly Alden and Collector/Treasurer June Grooms met with Austin Johnson of Coronet Windows manufacturing company regarding the Chapter 100 bonds and went over the requirements to the county for these bonds.
Commissioners returned a call to Randy Howell regarding Murphy Road needing repair and it has an exposed culvert. He asked the status of brush letter sent out to properties in Grant Township. Commissioners will follow up on this.
Commissioners spoke with Terry Rumery regarding economic development.
Commissioners returned a call to Claire Colby, a reporter from Jefferson City.
Commissioners spoke with Bob Dorton about some tree trimming around the courthouse.
Commissioners called Jessica Burns of MoDOT to discuss county bridge inspections.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met at Kingston Church of the Nazarene for the Little Otter Creek meeting along with Clerk Christine Owen. Daviess County commissioners Wayne Uthe and David Cox attended this meeting.
Commissioner Rex Hibler left meeting early for another matter.
Jonathan Abbott of Caldwell County moved to go into closed session per RSMo 610.021 (1) legal actions. Bud Motsinger seconded the motion and a roll call vote was called as follows: Bud Motsinger voted yea, Rex Hibler voted yea and Jonathan Abbott voted yea. David Cox of Daviess County moved to go into closed session per RSMo 610.021 (1) legal actions. Commissioners met with Mike Ryan of Creative Planning regarding the MOPERM insurance renewal for 2020.
Commissioners met with members of the Caldwell County Extension board regarding their budget request for 2020. Those present were: Carlee Quinn, Jerry Cook, Joni Loxterman, Joe Lear, Cheryl Corbin.
Terry Rumery gave commissioners an update on economic development for the county.
Bob Gennings of the US Census met with commissioners regarding the upcoming census.
Commissioners Rex Hibler and Bud Motsinger attended a Highway 13 meeting in Hamilton.
Jeff Campbell reported that Millcreek is going to be done this week.
Beverly Alden asked about a survey for land to be sold that would need to be approved by Planning and zoning board.

Commissioners Minutes for December 13, 2019
Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen.
Payroll was signed.
Commissioners met with John Joe and Todd Joe regarding the 2020 medical insurance renewal with John Joe Insurance Agency. The insurance renewal increased 27.9% and after some discussion about contributing more toward the employee’s premium to help with the increase, Rex moved for the county to increase coverage to $550.00 for the employee’s medical insurance premium for the 2020 budget. Bud seconded this motion and a roll call vote was taken, Rex voted yes, Bud voted yes, Jonathan Abbott voted no.
Commissioners Bud Motsinger, Rex Hibler and Jonathan Abbott attended a progress meeting for the construction of the outdoor recreation area of the Caldwell County Detention Center with Leanne Jorns, Darren Swindler, Nick Nigh, Robby Warren & Kevin Rost.
Commissioners met with Adrienne Clark, Chief Juvenile Officer with the 43rd Judicial Circuit for the State of Missouri, Juvenile Division about the budget for 2020. Presiding Commissioner Bud Motsinger signed the contract along with Clinton, Livingston, Dekalb and Daviess Counties of the 43rd Judicial Circuit. This contract is for detention services from Bruce Normile Juvenile Justice Center in Kirksville, MO.

Commissioners C.R. Bud Motsinger, Jonathan Abbott and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. The meeting was opened with the Pledge of Allegiance.
Jeff Campbell reported that Millcreek is complete. FEMA documents are due soon.
Commissioners called Ashley McCarthy with some questions about the Agri-Ready County and the Health Ordinance currently in place for the county.
Marty Gray brought a bid from Midwest Mobile Radio Service Inc. to commissioners. Rex Hibler moved to have Midwest Mobile Radio Service Inc move the existing antenna up to 60 foot on our tower at the Sheriff’s office for $1.994.86 to be paid out of the capital improvements. Jonathan Abbott seconded the motion. A roll call vote was taken as follows; Rex Hibler voted yes, Bud Motsinger voted yes, Jonathan Abbott voted yes.
Sheriff Galloway, Chief Deputy Mitch Allen and dispatch manager Marty Gray met with commissioners and discussed a pay schedule for 911 dispatch and deputies. Sheriff Galloway currently has 8 road deputies and will be adding 2 more.
Quarterly department head meeting was held.
Terry Rumery discussed economic development within the county.
Commissioners called Bank Northwest and talked to Jim Anderson about the ATM that will be installed inside the courthouse. He thought it would be installed in the next few weeks.

Jeff Campbell reported that he met with FEMA last week and reported that county bridge inspection with MoDOT would be in January and February.
Commissioners called John Joe Insurance Agency to discuss increased deductible plans.
Paid weekly bills.
Commissioners met with Mark Merrill to discuss Emergency Management.
Commissioners met with MU Extension council youth specialist Steven Steiner regarding plans for 2020. There is currently 73 kids enrolled.
Bud Motsinger moved to transfer $20,000 from Road and Bridge to General Revenue as allowed by statute and per the 2019 budget. Rex Hibler seconded the motion. A roll call vote was taken as follows; Rex Hibler voted yes, Bud Motsinger voted yes, and Jonathan Abbott was absent.
Sheriff Jerry Galloway presented his plans for a salary schedule to be included in the 2020 budget to the commissioners.
Commissioners talked with Bob Witmer regarding courthouse security position.

Commissioners C.R. Bud Motsinger and Rex Hibler met in the commissioner’s room of the Caldwell County Courthouse with County Clerk Christine Owen. Commissioner Jonathan Abbott was absent. The meeting was opened with the Pledge of Allegiance.
Jeff Campbell reported that the FEMA papers were completed and reported on upcoming plans.
Jessica Burns and Scott Stephens from MODOT spoke with the commissioners and Jeff Campbell regarding the upcoming bridge inspections. There are 155 bridges in Caldwell County that will be inspected starting in January 2020.
Commissioners spoke with Garry Schlorff about an issue with a tube at the intersection of Oregon and Sale Barn Road.
A Public Hearing for 2019 Budget Adjustment was held.
Commissioner Rex Hibler moved to make the following adjustments to the 2019 budget:
⦁ Commissioner expenses within the General Revenue Fund – add $ 1,500 to the expenditures
⦁ Emergency Management expenses within the General Revenue Fund – add $ 26,000 to the expenditures
⦁ Anderson Park Operating Fund – Add $ 1,600 to the expenses and $ 1,600 to the revenues to cover unexpected expenses and repairs with a donation
⦁ CERF Fund – Add $2,600 to the expenditures and $2,600 to the Revenues (more funds were collected than anticipated and directly paid to CERF)
⦁ Senior Services Tax Fund – Add $2,600 to the revenues and $ 2,600 to the expenses to cover more than anticipated funds to distribute from this fund
⦁ Prosecuting Attorney within the Law Enforcement Sales Tax Fund – Add $11,000 to the expenditures for this fund
⦁ Caldwell County Law Library – Add $200.00 to the expenditures in this fund
⦁ Building Fund CCDC – Addition of this fund to the 2019 Budget to begin construction of an addition to the Caldwell County Detention Center for the Elevated Outdoor Recreation Area – Add $350,000 to expenses and $400,000 to the revenues
This motion was seconded by Commissioner Bud Motsinger. A roll call vote to approve the motion was taken. Rex Hibler voted yes, Bud Motsinger voted yes, and Jonathan Abbott was absent.
Commissioner Rex Hibler moved to transfer $155,000 from General Revenue Fund to LEST (Law Enforcement Sales Tax) Fund as allowed in the 2019 budget. Commissioner Bud Motsinger seconded the motion. A roll call vote was taken as follows: Rex Hibler voted yes, Bud Motsinger voted yes, and Jonathan Abbot was absent.
